Center for Disease Control and Prevention (CDC), The National Center for Environmental Health (NCEH), Office of Noncommunicable Diseases, Injury and Environmental Health (ONDIEH), plans to procure on a sole source basis the brand name Infinium Methylation EPIC 96 (Part No. WG-317-1003) and kit accessories from Illumina, Inc., San Diego, CA 92122 in order to satisfy the Agency's requirement. This acquisition will be processed under Federal Acquisition Regulation (FAR) Subpart 12, Acquisition for Commercial Items and will be made in accordance with simplified acquisition procedures as stated in FAR part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 1,000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be within sixty (60) days after award.
A sole source acquisition is justified because Illumina, Inc., has the only analytical instrument accessories that will meet our technical requirements. No other products offer the specific sample kits needed to meet the Agency's testing requirements, reliability and productivity as needed by the CDC/NCEH/ONDIEH's labs.
CDC intends to negotiate this requirement with Illumina, Inc., under the authority of FAR 13.106-1(b)(1), Only One Responsible Source, and 41 U.S.C. 253(c) (1). Illumina is the only source available to provide these services and meet the Agency's critical requirement. This notice of intent is not a request for competitive proposals or quotations. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement as described above. All responses should be received by August 19, 2016, at 10AM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to bbv9@cdc.gov with the reference number 2016-Q-65788 in the subject line. No telephone calls will be accepted.
