This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-63VY-18-S-0003 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The NAICS code applicable to this acquisition is 332999. For a small company to qualify as a small business, the small business standard is 500 employees or less. The USDA, ARS, MWA, ATRU, Wooster, OH has a requirement for an Boom Sprayer tractor. Specifications for the device:


The Application Technology Research Unit conducts research on chemical use on agricultural products. In order to meet research parameters, a sprayer is needed to do applications on small vegetable plots.



Tractor sprayer needs to be self-propelled, high clearance, hydrostatic 4 wheel drive, with a minimum 20 HP engine.


Wheel spacing: adjustable from 60" to 126", measured from tire center to tire center.


Underframe tractor clearance: adjustable 36" to 66".


Suspension seat with arm rest and retractable seat belt.


Ground speed sensor with display located near operator station.


Electric dual air compressor assembly for HCT.


Sprayer needs a front and rear hydraulic lift arm.


On rear lift arm is needed an adjustable 30' dry boom with 24 nozzles spaced 15" apart along entire boom.


Boom needs to be tri-folded, boom to have a SCS 203 spray controller 3 section.


Supply for rear boom is one 30 gallon poly cone tank bottom and one 60 gallon poly cone bottom tank. Independent 12V Plumbing.


12 Volt, 5.3 GPM / 60 psi pump to be used for rear boom and plumbed with strainer.


Extra 12 Volt, 5.3 GPM / 60 psi pump to be included, does not need to be attached


Front mounted sprayer frame to be attached to front lift arm consisting of:


15 Gallon poly cone tank / 12 VOLT 3.6 GPM Pump, return pressure setting.

Compartment frame to hold 2 - ten gallon SS spray tanks, 6- three gallon SS spray tanks And 1 - three gallon wash tank positioned evenly on left and right side of poly tank.


Four 8 nozzle dry booms on 15" spacing with manual folding wings.


Each boom to have a manual ON/OFF ball valve near operator station.


Air Manifold to pressurize 4 of the spray tanks and one wash tank.


Manual ball valve on each side of air manifold to enable spray and air hoses to be connected together to wash and air purge booms after spraying.


Cone tank with 12 Volt pump to be quick connect to one of four booms.

The height of the delivery (boom) must be hydraulic and have a range of at least 1 to 14 ft. above the ground. The boom will need to fold during transport to and from the various field sites. Wheel spacing on the sprayer will need to be adjustable to row width from 60 to 126 inches. Various size tanks will be needed to accommodate spray mixtures from 3 to 60 gal. Air assist/pump for pressure to the nozzles with valves to enable spray and air hoses to also wash and purge booms after spraying. Electric pumps are needed for larger plot sizes. Pressure gauges on the lines to the boom are required as well as a speedometer to determine miles/hour.

DELIVERY: FOB Destination. DELIVERY TO: USDA-ARS-ATRU, Wooster, OH, QUOTE PRICE MUST INCLUDE any freight, shipping, handling, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: The Government requires delivery and invoice no later than 30 days after receipt of samples, however, each offeror shall include their proposed delivery schedule as part of their quotation.


FAR 52.212.-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement, including delivery date and (ii) price (based on F.O.B. Destination), technical and price are equally important. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated against the technical capability of the item offered to meet the Government requirement. B) Delivery. C) Warranty, D) Descriptive Literature. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government.
