The U. S. Department of Justice (DOJ) has a requirement to provide science-based anti-bias training to DOJ law enforcement components. Since 2008, the U.S. Department of Justice's (DOJ) Office of Community Oriented Policing Services (COPS) has worked with the University of South Florida (USF) to develop, pilot test, and implement the Fair and Impartial Policing Training Program (FIPTP) for state and local law enforcement agencies. DOJ intends to negotiate with and award a contract to USF to customize and expand the FIPTP for DOJ's law enforcement agencies and provide "train the trainer" training to DOJ law enforcement instructors to enable them to provide training to academy recruits, patrol officers, and first-line supervisors at each DOJ law enforcement agency. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, there is only one responsible source and no other suppliers or services will satisfy the agency requirements. Interested persons must submit their interest and capability to the Contracting Officer identified below no later than 2:00 pm eastern time on August 27, 2015. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all statements of interest and capability received by the due date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
