This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number is 140D0418Q0535 and is a Request for Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100 dated 08-22-2018.
This is being solicited as full and open under NAICS 541511, size standard $27.5M
This is not a small business set-aside

Description of requirements for the services to be acquired: Non-personal services to provide periodic preventative maintenance services, unscheduled repair services, and event support in the Sydney Yates Auditorium and 5160 Conference Room. See Attachment 1, Performance Work Statement.
Period of Performance: One (1) twelve-month base period and up to four (4) 12-month option periods estimated as:
Base: September 29, 2018 to September 28, 2019
Option Year 1: September 29, 2019 to September 28, 2020
Option Year 2: September 29, 2020 to September 28, 2021
Option Year 3: September 29, 2021 to September 28, 2022
Option Year 4: September 29, 2022 to September 28, 2023
Place of Performance: Stuart Lee Udall (Main Interior Building ¿ MIB) located at 1849 C Street, NW, Washington, DC 20240.
The following provisions apply
FAR 52.212-1, Instructions to Offerors ¿ Commercial with an addenda that can be found in Attachment 5, Instructions to Offerors.
FAR 52.212-2 applies with the following: The following factors shall be used to evaluate offers: Technical, Price and Past Performance. This requirement is being solicited using Simplified Acquisition Procedures; no relative importance is required to be disclosed. See Attachment 5.
FAR 52.212-3, Offeror Representations and Certifications ¿ Commercial Items must be completed and returned with the offer, unless the vendor¿s SAM is current and complete. If so, the Offeror must state so in their quote. See attachment 5.
52.212-4, Contract Terms and Conditions - - Commercial Items with Alternate I, applies to this acquisition with the addenda found in Attachment 6, Contract Terms and Conditions.

Questions: The Contracting Officer (CO) and Contract Specialist (CS) are the SOLE POINTS OF CONTACT for this acquisition. A cut-off date for receiving questions concerning the RFQ is September 14, 2018. All communications, such as requests for information concerning this solicitation must be submitted via email to the addresses below. The subject line must read ¿RFI ¿ 140D0418Q03955 ¿ AV Maintenance¿. Submit questions by email to the Contracting Officer and Contract Specialist at sarah_davis@ibc.doi.gov and constance_petitjean@ibc.doi.gov.
The Contracting Officer reserves the right to accept/address questions after the cut-off date, if, in the Contracting Officer¿s opinion, the questions have a material affect on the solicitation. Any interpretations made will be in form of an amendment and will be furnished to all prospective Offerors via posting on FedConnect (https://www.fedconnect.net/FedConnect/Default.htm) and Federal Business Opportunities (FEDBIZOPPS) (https://www.fbo.gov).
Site Visit: An organized site visit has been scheduled for Wednesday, September 12,2018 at 10:00 a.m. ET.
52.237-1 Site Visit (April 1984) Offeror or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
Participants will meet at 1849 C Street NW, Washington DC (Main Interior Building), C
Street Entrance. Make sure to arrive at least ten (10) minutes early to process through security. Preregistration is required by noon on September 11, 2018 by emailing name, company and contact
