Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
A lease of an automated linen dispenser is needed for patients who are beneficiaries of the SFVAHCS. The linen distribution equipment will provide controlled linen distribution to minimize loss. The estimated amount for an lease is $86,533.04.00.
Statutory authority that permits other than full and open competition:
Pursuant to the Veterans Benefits Act of 2003 (15 U.S.C. 657f), this acquisition will be a sole source award to a service-disabled veteran-owned small business (SDVOSB) through statutory authority 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c) as implemented by FAR 6.302-5 Authorized or Required by Statute. Contracting officers may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 Sole Source Awards To A Verified Service-Disabled Veteran-Owned Small Business for acquisitions up to $5,000,000. A determination that only one SDVOSB can meet the requirement(s) is not required.
Description of market research conducted and results or statement why it was not conducted: Market research was conducted. The sources for market research included the VIP VetBiz database, SDBS database, GSA Advantage, the procurement package, the internet, and the eCMS folder of the previous procurement for the same requirements. A search was conducted on the VIP database, and the result was reviewed. The VIP VetBiz database search verified that L1 Enterprises, Inc. is an SDVOSB. The price is expected to be fair and reasonable, and the SDVOSB is a responsible source.
Contracting Officer's Certification: Purchase is approved in accordance with FAR 6.302-5. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
