The Department of the Army's Mission and Installation Contracting Command at Fort Eustis is seeking a small business contractor to perform asphalt pavement rehabilitation on Grant Avenue at Fort Leavenworth, Kansas. The solicitation (W91QF425BA003) requires a comprehensive flexible pavement construction project involving a 2-inch mill and overlay from Cody Road to Pope Avenue, including pavement markings and traffic control. Key contract requirements include maintaining one lane of traffic in each direction during construction, submitting a detailed traffic control plan for review, and completing all work by August 1, 2025. Bids are due by April 3, 2025, at 2:00 PM CST, with a mandatory site visit scheduled for March 13, 2025. Evaluation will likely focus on technical compliance, bid pricing, and the contractor's ability to meet specified performance and logistical requirements.

The contract is a 100% small business set-aside with an estimated value between $250,000 and $500,000. Project specifications include milling approximately 14,200 square yards, applying 1,600 tons of surface asphalt, and placing 150 tons of patching asphalt. The place of performance is 881 McClellan Ave, Fort Leavenworth, Kansas, with strict work hour restrictions from 7:30am to 4:00pm Monday through Friday, excluding federal holidays. Contractors must provide a 20% bid guarantee and performance and payment bonds. Critical constraints include no construction between July 4-6, 2025, and a requirement to ensure 60% of construction waste is diverted from landfills. The contract will be firm-fixed-price with performance beginning within 10 days of notice to proceed and completion required within 180 calendar days.
