About this opportunity
This Special Notice from the National Aeronautics and Space Administration Johnson Space Center concerns the acquisition of Artemis Network Validation and Integration Laboratory (ANVIL) hardware. NASA JSC intends to award a sole source contract to TTTECH NORTH AMERICA, INC. to acquire eight TTE-Switch Lab Space units, four TTE-RearIO 3U cPCI units, and four TTE-Switch Space 3U units, which are required to support laboratory testing for development of the Gateway Program network architecture.
The purpose of the Special Notice is to provide details on the requirement and solicit capability statements from interested parties by November 5, 2021 for consideration to conduct the acquisition on a competitive basis, otherwise NASA intends to award sole source due to proprietary technology compatibility with previously acquired TTTECH hardware and software. Delivery within two months of award is required. Interested organizations should submit their capabilities and qualifications electronically to the points of contact listed by the stated deadline to be evaluated for conducting a competitive acquisition.

NASA/Johnson Space Center (JSC) has a requirement for Artemis Network Validation and Integration Laboratory (ANVIL) Hardware. Please see the attached Statement of Work for details.
NASA/ Johnson Space Center intends to issue a sole source contract to acquire the items from TTTECH NORTH AMERICA, INC. under statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. There is a limited number of the other Time-Triggered Ethernet (TTE) products, and the hardware and development suite in this procurement is a proprietary technology directly compatible with and required for previously procured hardware and software from TTTech. If awarded to any other source, it would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Bermuda Brittingham (bermuda.a.brittingham@nasa.gov) and Yushu Mao (yushu.mao@nasa.gov) not later than 4:30 p.m. CDT on November 5, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
