About this opportunity

The United States Department of Agriculture's Agricultural Research Service is seeking sources for analytical services of cotton and cellulose samples. Interested vendors are invited to submit responses by November 10, 2023 to Jessica Pacheco, Contract Specialist, detailing their capability to meet the requirements outlined in the attached Statement of Work. Responses must be no more than 10 pages and include the vendor's name, point of contact, DUNS number, business size, and statement of interest and capability. The Government will use responses to determine its acquisition strategy for a future solicitation.

There is no set-aside designated for this procurement. The attached Statement of Work indicates the services will be provided by Louisiana State University's Shared Instrument Facility under a renewable one-year agreement valued at up to $20,000 annually. The initial funding is available for one year with the option to renew for up to four additional years. All cotton and cellulose samples will be returned to the USDA upon completion of analytical testing, which includes transmission electron microscopy, scanning electron microscopy, X-ray photoelectron spectroscopy, nuclear magnetic resonance, and X-ray diffraction.

This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response.

The USDA has a requirement for Analytical Services of Cotton and Cellulose Samples in accordance with the attached SOW.

Responses to this notification will help to determine the acquisition strategy for any future solicitation.

Submission Instructions: Interested vendors are invited to submit a response to this sources sought notification by 4:00 p.m. on Friday, November 10, 2023, to the attention of Jessica Pacheco, Contract Specialist, jessica.pacheco@usda.gov.  All questions are asked to be submitted in writing to the Primary Point of Contract and will be addressed accordingly.

Responses should be no more than 10 pages and include the following information:

Organization Name;

Contract Name, e-mail address and phone number;

Organizations DUNS number;

Business size status for the applicable NAICS code;

A statement of interest in any forthcoming acquisition.

A statement of capability to perform details of the requirement.

Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA.
