About this opportunity

This solicitation seeks proposals for an Airfield Lighting Vault Repair project at Joint Base McGuire-Dix-Lakehurst. The 87th Contracting Squadron, Air Mobility Command, is seeking a firm-fixed price construction contract valued between $1 million to $5 million to provide all personnel, equipment, materials and supervision necessary to construct a new airfield lighting vault. Interested vendors must have attended the mandatory site visit on August 27, 2019 and submitted any questions by August 30, 2019. Proposals are due by October 10, 2019.

This is a 100% HUBZone small business set-aside. The work includes replacing existing remote airfield lighting controllers with new models to be compatible with an upgraded Airfield Ground Lighting Automation System master controller at Joint Base McGuire-Dix-Lakehurst in New Jersey. The period of performance is 405 calendar days from award.

The 87th Contracting Squadron has a requirement for Airfield Lighting Vault Repair at Joint Base McGuire-Dix-Lakehurst. This acquisition is a Firm Fixed Price (FFP) construction contract. The magnitude for this acquisition will range between $1,000,000 and $5,000,000 (DFARS 236.204).
The requirement includes but not limited to the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to construct new airfield lighting vault.



This acquisition is being solicited as a 100% HUBZone Small Business Set Aside. Telephone or verbal requests for the Request for Proposal (RFP) or questions will not be accepted or considered. The RFP is paperless and released via the Federal Business Opportunities website at https://www.fbo.gov/. The RFP may contain files in PDF formats.
All potential sources must obtain a DUNS number and register in the System for Award Management (SAM) in order to transact business with the Department of Defense. Failure to obtain a DUNS number and register in SAM may result in the delay of award or possible award to the next otherwise successful offeror who is registered in SAM at the time of award. Offerors should submit all questions or comments relative to the solicitation electronically only to the POCs listed below.
A site visit for the Airfield Lighting Vault Repair will be held on 27 Aug 2019 at 0900 EST at Building 5, Lakehurst, NJ. Interested vendors must submit the following information for attendees NLT 22 Aug 2019 at 01:00 PM EST . Request must include:
1. LAST Name, FIRST Name, Middle Initial
2. Social Security Number
3. Date of birth
4. Driver's License State of Issue
5. Driver's License Number
Questions resulting from the site visit must be submitted in writing to the below POCs NLT 30 Aug 2019 at 01:00PM EST.
