Questions + Answers
1. QUESTION: It is stated in the Instruction to Offerors that the proposal can be submitted electronically, but in the heading of Part 1- Price Proposal it is stated submit original. Please advise how to submit the bid package.
1. ANSWER: The bid package can be submitted electronically.
2. QUESTION: In the instruction to Offerors its states in Part I- Price Proposal "Please provide pricing detail and breakdown of all costs; to include, but not limited to a breakdown of the prime contractor's labor, materials, direct and indirect cost, overhead, and profit as well as subcontractors' costs (including evidence of subcontractor competition; the breakdown of all material costs, labor costs, etc.)"How does the government expect the prime contractor to provide evidence of subcontractor competition? Please advise. What format is to be used to provide these details? Can a sample form be provided?
2. ANSWER: No sample will be provided. A broken down itemization of labor and material costs will suffice. Subcontractor competition is not required for small businesses.
3. QUESTION: Statement of work Section 01 00 00 Para: 1.03 shows CLIN ITEMS 001 thru 008 but the bid form shows only 1 Item listed (Item 0001). Please advise.
3. ANSWER: Pricing will be done as a total contract price as listed in Section B.
4. QUESTION: The following drawings PS-102, CU-101 & AE-201 shows Bid Option 1 but the bid form has no options listed. If indeed there are bid options please provide statement of work for the bid options.

4. ANSWER: Pricing will be done as a total contract price as listed in Section B, there are no options.
5. QUESTION: Is Period of Performance 405 or 415 Calendar Days? Please advise.
5. ANSWER: The Period of Performance is 405 days. The contractor is given 10 days to begin performance.
