This is a Request for Proposal (RFP) for Headquarters Air Force Special Operations Command (HQ AFSOC) at Hurlburt Field, FL under Solicitation Number FA0021-17-R-0010. This contract will have a twelve (12) month base period of performance. The contract is scheduled to commence on Apr 22, 2017, through Apr 21, 2018. There will be a base period and 4 one year Option periods, with each having a twelve (12) month period of performance. The proposed contract action is for commercial items prepared in accordance with Subpart 12 and is for services which the Government intends to solicit as Lowest Price Technically Acceptable (LPTA) under authority of FAR 15.101-2.
Background: Special Tactics (ST) Commanders provide Special Operations Battlefield Operators for rapid global employment to enable airpower success. Special Tactics is SOCOM's tactical air/ground integration force and the Air Force's special operations ground force to enable global access, precision strike, personnel recovery, and environmental reconnaissance operations. In preparation for operations that ST Commanders support, the requirement for a sustainment package allows Special Tactics Squadrons the ability to train and sustain a full spectrum Military Free Fall (MFF) capability.The Government requires a course to include parachute instruction, aircraft support and a wind tunnel at a minimum 14' in diameter. A projected training schedule will be provided at the time of award with the first training session beginning immediately afterwards and IAW the Performance Work Statement (PWS).
The Government will conduct any source selection in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315.

This is a notice that Headquarters Air Force Special Operations Command (HQ AFSOC) at Hurlburt Field, FL anticipates releasing a Request for Proposal (RFP) under Solicitation Number FA0021-17-R-0010, with a RFP release date anticipated on or about 15 March 2017. This contract will have a twelve (12) month base period of performance. The contract is scheduled to commence on Apr 15, 2017, through Apr 14, 2018. There will be a base period and 4 one year Option periods, with each having a twelve (12) month period of performance. The proposed contract action is for commercial items prepared in accordance with Subpart 12 and is for services which the Government intends to solicit as Lowest Price Technically Acceptable (LPTA) under authority of FAR 15.101-2.
Interested firms shall not send proposals in response to this Notice but add your firm to the "Interested Vendors List" and submit capability brief(s) to the POC listed below. Please submit capability brief(s) no later than 13 March 2017. A solicitation will not be issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government to a particular acquisition approach.
A formal solicitation may be executed and posted separately on Federal Business Opportunities website (www.fbo.gov) at a future date. The Government will conduct any source selection in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315.
