About this opportunity
The U.S. Coast Guard Base Kodiak is seeking commercial waste disposal services for the pickup and disposal of approximately 40 supersacks of AFFF (Aqueous Film-Forming Foam) contaminated materials, primarily contaminated gravel, resulting from a 3% AFFF spill at a Coast Guard firehouse. The contractor must provide all necessary supervision, labor, equipment, materials, and transportation for the complete removal and disposal of these materials, which are assumed to be PFAS/PFOA contaminated. Key requirements include submitting a shipping plan within 30 days of award, completing shipment within 90 days, providing sea container transportation, and ensuring disposal complies with all local, state, and federal regulations. The solicitation follows a best value evaluation approach where technical qualifications, particularly experience working in Alaska, are weighted more heavily than price. Quotes are due by 1:00 p.m. Alaska time on September 4, 2025, with no possibility for deadline extension, and this combined synopsis/solicitation represents the only formal notice that will be issued.
This procurement is conducted under full and open competition with no set-aside designations, and no incumbent contractors are mentioned in the solicitation materials. While specific award values are not disclosed, the government is seeking firm-fixed price quotes for the complete scope of work under NAICS code 562111 (Solid Waste Collection). The supersacks average approximately 1.3 tons each, totaling roughly 52 tons of contaminated material requiring specialized hazardous waste handling and disposal. Performance will occur at USCG Base Kodiak Fire Department training yard on Fire Hall Access Road in Kodiak, Alaska, with normal working hours from 7:30 AM to 4:30 PM, Monday through Friday, excluding federal holidays. Service Contract Labor Standards apply with wage determinations for Alaska, and contractors must provide Certificates of Disposal/Destruction within 30 days of completing disposal activities.
