About this file
This document is an Amendment of Solicitation/Modification of Contract for a supersack transport and disposal contract issued by USCG Base Kodiak. The solicitation (Solicitation Number 31140PR250000183) seeks a vendor to remove and dispose of approximately 40 supersacks of contaminated materials resulting from a 3% AFFF (Aqueous Film Forming Foam) spill at a USCG firehouse. The materials are assumed to be PFAS/PFOA contaminated, with 1633 sample results pending. Vendors are required to provide a firm-fixed price quote to complete the entire Statement of Work, which includes providing all necessary supervision, labor, equipment, materials, and transportation for removal and disposal.
Key details include a quote submission deadline of 1:00 p.m. Alaska time on 9/4/25, with no possibility of due date extension. The average supersack weight is approximately 1.3 tons, and the vendor is responsible for providing a sea container for shipping the supersacks off-island. The solicitation is an open market procurement, not subject to GSA. The supersacks are currently stored on the backside of the firehouse, with no additional personal protective equipment (PPE) requirements beyond standard hazardous waste handling protocols. The government will provide an industrial scale on-site if needed, and no barricades are required as the work area has no pedestrian traffic.
