This notice is a combined synopsis/solicitation for commercial item(s) for the Naval Surface Warfare Center, Carderock Division (NSWCCD). Solicitation number N00167-15-T-0040 is hereby issued as a Request for Quotation (RFQ) under Simplified Acquisition Procedures. This announcement constitutes the only solicitation and quotes/proposals being requested. The applicable North American Industry Classification System (NAICS) Code is 339113 with the size standard of 500 employees. This procurement is 100% set aside for Small Business (SB) per FAR 13.003(b) (1) set-aside exclusive for SB. A firm-fixed price contract is anticipated. NSWCCD has a need for Commercial-Off -The-Shelf (COTS) Physio-Control LIFEPAK Automated External Defibrillators (AED) CR+ and related parts/supplies. This is in support of the Emergency Medical Services (EMS) program for the Navy Metropolitan District of Washington (NMDW) as required by OPNAVINST 5100.29. The EMS requires naval activities to standardize the AEDs in the Program with units currently in use. To meet this requirement NSWCCD intends to negotiate a competitive procurement with SB vendors selling these units. In maintaining a program of standardization and interchangeability with the Naval AEDs program. Award to any other Manufacturer would result in substantial duplication of cost to the Government not expected to be recovered through competition with other Manufacturers and would create unacceptable delays in fulfilling the agency's requirements and responding to Medical Emergencies. All responsible sources submitting offers will be considered. Interested parties may forward their capabilities statements to the Government POC, Egbert Goodman, at the following email address: Egbert.Goodman@Navy.mil on or before 06/03/2015, referencing RFQ N00167-15-T-0040.
