Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE



       Marine Corps Installations West Regional Contracting Office (MCIWEST RCO) intends to award a purchase order on a sole source basis on or about June 15, 2015 to Tactical Electronics and Military Supply LLC. Per reference FAR 13.501(a)(1), the contracting officer has determined that only one source is reasonably available.


       The prospective contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personal services necessary for Advanced EOD Response Training to MWSS-372 Explosive Ordnance Disposal (EOD) in concurrence with pre-deployment training requirements July 27 through August 8, 2015. A Redacted Sole Source Justification and Approval Letter is attached to this notice.


       At this time, Tactical Electronics and Military Supply LLC is the only identified source that is fully certified and approved to instruct EOD personnel in the proper utilization of the Special Access Kit. Due to liability concerns with possible mishaps relating to this type of training, it is required that companies providing instruction be fully certified and authorized by the manufacturer to properly instruct the use of EOD equipment. Tactical Electronics and Military Supply is the sole manufacturer of the Prosecutor, and supplier of the Special Access Kit as ordered my Marine Corps Systems Command under M67854-12-D-5033. This company does not provide any instructor training programs or authorization for others to instruct proper use of this equipment. The Special Access Kit is the main focus of the training required by the Performance Work Statement.


       The North American Industry Classification System (NAICS) code for this requirement is 611430 with the size standard of $11.0 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within ten calendar days of publication of this notice, shall be considered by MCI-WEST RCO for future requirements as this is a reoccurring requirement.
