AMENDMENT 0001:

The purpose of this amendment is to remove CLINs 0002, 0004, 1002, 1004, 2002, and 2004, and remove all reference to FMP operations/maintenance within the PWS. The FMP support portion of this requirement is no longer needed.

The 99th Contracting Squadron is now soliciting for a non-personal service contract to provide operational mission support for electronics pods on high performance aircraft at Nellis Air Force Base, NV. The solicitation number for this acquisition is FA4861-16-R-C003 and is issued as a Request for Proposal (RFP).


Funds are currently not available. Award will be based on availability of funds in accordance with FAR 52.232-18.


The contractor shall maintain the aircraft pod systems per manufacturer specifications. The contractor shall perform complete pod system functional checks, cockpit integrity checks between the aircraft and each pod as required, pre-mission checkout and post-mission download of stored mission data (as required), minor repair of test assets (line removable components, group-A provisions), scheduled and unscheduled servicing of each pod, and upload, download and storage of each pod as mission requirements dictate. The Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that Aggressor Pod Support operations are performed at Nellis Air Force Base in accordance with the Performance Work Statement (PWS). All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions, and commercial practices.


The solicitation is set aside 100% for small businesses. The North American Industry Classification System is 488190. The SB size standard for this code is $32.5M.

The period of performance will be one (1) base year plus two (2) option years. The approximate base performance period is 1 October 2016 to 30 September 2017. The total contract period will not exceed three (3) years and six (6) months.

The solicitation is a competitive RFP and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) Part 12. Award will be made using Lowest Price Technically Acceptable in accordance with FAR Part 13 and 15. The anticipated award will be a Firm Fixed Price Contract. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-88.

To be eligible for contract award, offerors must be registered in the System for Award Management (SAM) prior to solicitation closing date. Register via the SAM website at http://www.sam.gov.
