About this opportunity
The US Geological Survey (USGS) is conducting market research to identify qualified businesses capable of providing acoustic transmitters for studying juvenile salmonid survival at Lookout Point Dam in Oregon. This sources sought announcement seeks product data sheets from potential suppliers demonstrating their ability to meet specific technical specifications for acoustic transmitters. The transmitters must use binary phase shift keyed (BPSK) code pulses, contain a 4-place alphanumeric code ID, operate between 0 and 31 degrees Celsius, and emit a frequency within 416.7 kHz ± 0.5%. Responses must be submitted electronically to yangzhideng@usgs.gov by April 15, 2025, at 12:00 PST, and will be used solely for acquisition strategy planning. The opportunity falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 1,350 employees.
The pre-solicitation notice does not indicate any specific set-aside designations, and no incumbent contractors are mentioned. While the document does not specify a potential award value or precise quantity of transmitters required, it indicates the procurement is part of the JSATS (Juvenile Salmon Acoustic Telemetry System) Program. The transmitters must meet stringent technical requirements, including containing an 8-bit Barker code, 16-bit tag ID code, and 8-bit cyclic redundancy check (CRC). The government emphasizes that this is a market research effort and is not committed to awarding a contract, and will not reimburse any costs associated with preparing responses. Potential vendors are expected to provide detailed product data sheets demonstrating their ability to precisely meet the specified technical specifications for these specialized acoustic transmitters.
