SUMMARY OF CHANGES:
1. Change evaluation criteria in 52.212-2 from LPTA to Best Value. See clause for award decision criteria.
2. Responses provided for submitted RFIs (see attachment to solicitation amendment). Please pay careful attention to this as there are changes that will affect your proposal.
3. Change proposal due date from 13 Mar 2019 to 19 Mar 2019
4. Statement of Need (SON) changes will be forthcoming to make it in line with any responses to RFIs. Please refer to RFI responses for any variances from previously published SON at this time.


1. Purpose: Future state capabilities and SCIF upgrades will require increases to security in-depth of unclassified areas owned by 99 Reconnaissance Squadron inside building 1025. These requirements will involve a camera system upgrade, badge access control system with audit capabilities that involves recognizing, recording, storing, and analyzing information related to security-relevant activities. The collateral and unclassified area requirement is depicted by the designated controlled perimeters in caption below.
2. Requirements: Badge System solution with the following requirements:


  • Badge in solution in accordance with 99 RS Locks and Cameras Layout attachment
  • The Physical Access Control System (PACS) card reader system with one central host PC server/control panel is needed to meet Instructional requirements.
  • Must meet the following Power Requirements


o Access control system will operation on normal building power
o Access control system will operate on facility back-up power in the event of outages.
o Configuration will meet fail secure requirements in the event of a power failure with manual key lock/unlock override system. Key system WILL meet BEST core indicator model and/or BEST access core system! Additionally, these locks must be handed and cannot be reversed in the field.


  • Must provide multi‐leveled access ability/authorization to different security level workcenters.


o 8 External Doors
o 14 Internal Doors


  • The software used to govern PACS MUST have capability to read Common Access Cards and access badges currently in use. (Lenel OnGuard)


o Software use must read cards that meet FIPS (Federal Information Processing Standards).
o Software must read PIV (Personal Identity Verification) on common access cards requirement that are prescribed in Federal Identity Management Handbook Chapters 4.5 and 4.6 https://www.gsa.gov/technology/government-it-initiatives/identity-credentials-and-access-management


  • 5 cameras ~ Fixed and motion activated with a 60 day record storage capability. See link for specs (or equal).

  • 1 Samsung Video display (or equal) UH55F-E/55 INCH/LED Camera monitor: location room 352
  • 6 Door egress emerg open bars (3 paired doors/Green Circles)
  • All associated hardware to bring area to functionality
  • A five year Maintenance Warranty will be included to cover software failures and/or upgrades, individual reader/locking mechanisms replacement, hardware replacement as needed to include badge maker with camera system.
  • System training manuals are required and must be provided to oversight administrators (PowerPoint, Computer Based Training Aid, or Face‐to‐Face training session with operators manual) for badge issuance.
  • Additional detailed requirements are listed in attachments to this memorandum. The contractor shall comply with all applicable NEC, Federal, State construction standards. Current Air Force Occupational Safety and Health (AFOSH) standards also apply. Contractor shall be in compliance IAW all NFPA, AFI, UFC and ETL standards for fire safety.
  • All waste materials not mentioned above will be disposed of and removed off base by Contractor. Contractor will practice good housekeeping during project.


3. Delivery Date: Door timeline/delivery date involves all equipment/materials acquired by 28 Mar to support a 1 Apr project start date. The scheduled completion date is No Later Than (NLT) 20 Apr 2019. At completion, all associated equipment and material installation must be complete and operationally tested. Starting Monday, Apr 22, 2019, training sessions will be provide by vendor to customer concerning badge creating, system operation, and basic system problem solving. Training sessions will be completed NLT 26 Apr 2019.
