Please use these answers to RFIs as most current information. Changes reflecting these answers will be made to the Statement of Need, which should be posted within 48 hrs.

Number Reference Question

1. Security Camera

Layout/Site Survey Currently all viewed doors possess cylinder style locking hardware. Please confirm that all current, proposed doors retain their current locking hardware configuration, and none are changing to mortise locks?

Configuration will meet fail secure requirements in the event of a power failure with manual key lock/unlock override system. Key system WILL meet BEST core indicator model and/or BEST access core system! Additionally, these locks must be handed and cannot be reversed in the field.

2. Site Survey During the site survey, the government discussed adding additional pneumatic door closing devices to projected doors needing ACS hardware.

Please confirm that the vendor is responsible for making sure all doors are equipped with door closing hardware and add any necessary information to the Statement of Need.

Vendor is responsible for providing all door hardware.

3. Security Camera Layout

Please confirm that all doors noted as " Flats" will have no outside hardware? This includes NO exterior BEST key ways on the exterior of flat door(s), and no pull handles.

All doors that will change to Flats will have no hardware on the Flat side and a panic bar on the interior. Vendor will be required to provide the equipment and hardware.

4. Security Camera Layout

Please confirm that all exterior wall penetrations for readers or required hardware are the responsibility of the offeror.

Since the exterior walls are poured concrete with potential asbestos, and drilling may cause dust, and/or blow-out, will the awarded vendor be responsible for dust abatement or internal/external sealing or cosmetics?

No. The Vendor is responsible for the proper disposal, protection, and equipment required.

5. Statement of Need/ Site Survey

Please confirm that all internal cabling may be run "Open Air" above internal T-Bar grid ceiling and over any internal hard lid, with the exception of the Warehouse, rm 350, Door F4.

In areas with false ceilings, the wires may be run through Open Air; however, room 350 for F4 on the diagram will have a conduit ran along the wall towards room 346.

6. Statement of Need/ Site Survey

Doors F3, F12, F10, F8, F5 are double doors. Accepted/typical access controls scenario usually allows entrance through only one inbound door (usually the right door). The inbound Left door is usually a manual egress/ non-electrified.

Please clarify if the government wishes to follow this convention or have BOTH doors electrified to open during a "Read?

Yes. The access control will be on the left of the door frame and the inbound door will be on the right.

7. Statement of Need/ Site Survey

Given that the installation has both solid steel doors and concrete door frames over 1ft thick, there is the possibility that the walls may not be able to be penetrated for internal installation.

Please confirm that the use of wire molding on the interior, (Secure side) of the door frames, and potentially the doors themselves is an acceptable alternative in this situation?

Yes, as needed.

8. Statement of Need/ Site Survey

According to the provided statement of need: pg2, bullet 2, the system must have the ability to read CAC & FIPS.

Additionally, the HSPD-12 directive requires the use of GSA approved PIV and 200-bit credentialing. Since HSPD-12 compliance is mandated on all new federal government security sites, should we assume that these standards apply to this installation?

Using compliant equipment now ensures that you are ready to implement the upgraded standards and adapt to changing and evolving requirements.

The Access Control systems must meet GSA approved guidelines and be a Contactless Reader. An approved list of specific models are located on the following web address: https://www.idmanagement.gov/approved-products-list-pacs-products/.

The use of non-PIV credentialing has been ruled out and therefore use the Common Access Card only.

9. Statement of Need/ Site Survey

Please confirm that the government is requesting IP cameras and an IP camera solution for the proposed camera solution and storage?

In addition, please provide any other required performance specifications for the cameras.

The cameras must be hardwired (not wireless), therefore no

IP.

Full color HD with night vision. No PTZ.

Cameras will be hardwired to a standalone system and not on a network.

10. Statement of Need/ Site Survey

Please confirm that the Access Control and the video system Server/Client CPUs will be provided by the USAF, or the attending authority?

USAF will provide a computer system.

11. Statement of Need/ Site Survey

Please clarify if installation of auto door openers, interior or exterior is a project requirement. If so, please provide the installation locations, and the locations of any currently installed auto door openers.

During the walk through the auto-openers were mentioned several times, but the mechanisms were not, or did not appear to be either present, or functional.

No auto door openers.

12. Statement of Need/ Site Survey

Will contractors, if requested, be allowed to return to the site prior to the actual bid date, to take a closer inventory of specific locks, hinges, transfer hinges, and door locking hardware prior to submittal?

Requests submitted to the Contracting Officer.

13. Statement of Need/ Site Survey

Please provide a required “minimum clarity/pixel density” (1.2 megapixel/3.0+?), or an overall specification of desired coverage for the system in general, or per location?

For example: "At entry door “x”, a full body shot + ability to see facial detail " or "Requires potential for facial identification analytic capability" or “General overall area coverage?”

Megapixel requirement should be between 2 and 5.

14. Statement of Need/ Site Survey

Please confirm that there is sufficient wall mounting space and available rack space for the control equipment.

In addition, please provide dimensions for the available wall space in the Telecom closet clear wall space dimensions and the amount of available rack space for Video and Access control hardware mounting.

To be determined at a later date.

15. Statement of Need/ Site Survey

Please confirm that failover power and conditioning will be provided by the owner.

The Vendor will meet fail secure requirements with a manual key lock/unlock override system using a BEST access core system.

16. Statement of Need/ Site Survey

Please verify that appropriate documentation regarding the content abatement and control of any asbestos will be provided prior to the required submittal of the vendors quotes. Please provide any detail for interior and exterior walls, or overhead/ceiling space as to the content of asbestos.

Building 1025 contains asbestos, which requires special disposal at the Class IV level and Personal Protective Equipment (Vendor provided).

17. Request for Quote/ Statement of Need

The Request for quote states:

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.

The statement of need states: Door timeline/delivery date involves all equipment/materials acquired by 28 Mar to support a 1 Apr project start date. The scheduled completion date is No Later Than (NLT) 20 Apr 2019.

Please clarify if the project is fully funded or still awaiting funds.

Funds are not presently secured and still awaiting funds.

Timeline has changed and should be no later than 30 June with best value determination in evaluation criteria.

18. Specs state Lenel for access control; however, during the job walk, several discussions of alternate manufactures were brought up. Please specify the Manufacture for Access Control.

a. RESPONSE: Badge access control must be a standalone system, not on the network, and must be capable of reading PIV credentials on Common Access Cards (CAC).

b. The Access Control systems must meet GSA approved guidelines and be a Contactless Reader. An approved list of specific models are located on the following web address:

c. Lenel was meant to be an example of the software, but the software must be able to read a CAC as the minimum requirement.

19. Comm Closet #2210 was mentioned as “possibly” being the Head End for camera cabling & equipment. Please specify which room will be designated as the Head End for all camera cabling and Head End equipment?

a. RESPONSE: The server(s) for the camera system will be centralized in the Comms Closet and viewed in the Command Section in the next room over.

20. Comm Closet #2210 was mentioned as “possibly” being the Head End for

Access Control cabling & equipment. Please specify which room will be designated as the Head End for all Access Control cabling and Head End equipment?

a. RESPONSE: The Access Control server(s) will be centralized in the Comms Closet and viewed in the Command Section in the next room over.

21. Please specify if conduit is required to run cabling for Door F4 (Room

#350/Gym)?

a. RESPONSE: Yes.

22. Will all doors be monitored?

a. RESPONSE: The Access Control and camera systems will monitor all the doors specified on the diagram.

23. Page 2 in the Specs indicate (22) Doors and (5) cameras listed out on the

Unit Pricing. Page 2 on the MEMORANDUM FOR RECORD, indicates

(22) Doors. The drawings reflect a different quantity for each, please specify the correct quantity of Doors and Cameras.

a. RESPONSE:

i. 22 doors will have access control installed.

ii. 5 camera systems.

iii. 3 door handles to be changed to flats (handle on one side, exit only).

24. One of the site contacts mentioned the maximum recording time required for cameras is 30 days, please confirm.

a. RESPONSE: Maximum recording time is 60 days.

25. Will the existing cameras remain in place or replaced with new?

a. RESPONSE: Yes. Existing cameras will be replaced where new cameras will be installed. All other existing cameras will remain as they are.

26. What type of wall mount is required for the Samsung Video Display

Monitor? (swing out or straight)

a. RESPONSE: Fixed, non-swing.

27. Are all exterior door locks to be keyed alike for the BEST core cylinders?

a. RESPONSE: Yes.

28. Do the IP cameras have to integrate with the access software or can they just reside on the same network for reference and recall?

a. RESPONSE: The camera systems will remain on a standalone system, not on the network.

29. Is the badge making software and camera required if the PIV cards can be eliminated? Using only the CAK issued cards from the military to save money not having extra cards and equipment.

a. RESPONSE: The PIV credentialing is installed on the Common Access Cards (CAC). Access Controls must read CAC.

30. Will disposal bins used by the contractor have a designated location during construction?

a. RESPONSE: Vendor will provide disposal bins.

i. Key note: This building contains asbestos, which requires special disposal at the Class IV level and Personal Protective Equipment (Vendor provided).

31. Door F4 – Would you like us to replace this door with a new door and frame and include in this bid? The overall structure of the door is in very poor condition and will have many challenges along with lots of service calls if kept in original condition. If the door and frame can be salvaged, then we will salvage it. Leave it off the proposal.

32. Will a UPS system be supplied and connected to the new proposed system?

If not, is the spec requirement updated to include in SOW? An UPS will not be required for this proposal.

33. On all doors that have current Pin Pad control – are these to be removed so they do not conflict with new access control? Yes.

34. Confirming that a complete work station will be provided for operation of VMS software and connection to monitor in RFP? Work stations will be provided by the Air Force, not the Vendor.
