About this opportunity
This Special Notice from the Department of Veterans Affairs announces intent to sole source a contract with Psychology Software Tools for MRI calibration phantoms. The Salt Lake City VA Healthcare System requires these phantoms to attach to MRI scanners to collect and calibrate diagnostics for ongoing brain imaging research. Maintaining use of phantoms from the incumbent provider is necessary to preserve integrity of research results, as using alternatives risks introducing variables that could distort findings due to proprietary magnet formats. Interested parties may submit capability statements by June 16th at 12PM EST to Lynn Portman, though awarding sole source is intended to satisfy specialized research equipment needs.
The notice provides details on the research phantoms solicitation. As the VA research office currently uses phantoms supplied by Psychology Software Tools, it must continue procuring from this provider to retain consistency in collected imaging data and avoid potential skewing of results from variability in alternative products. Any responsible contractor who believes it can meet requirements may submit a capability statement by the listed deadline of June 16th at 12PM EST to the identified point of contact. However, the decision to make a sole source award rests fully with the Government based on responses received. No phone calls will be accepted regarding this pre-solicitation notice of intent to negotiate sole source.

The Department of Veterans Affairs, Salt Lake City VA Healthcare System, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Psychology Software Tools for MRI Calibration Phantoms. These phantoms attach to the MRI scanners in order to collect and calibrate diagnostics for brain imaging. The VA research office currently uses phantoms supplied by Psychology Software tools and must continue to use the same phantoms to maintain integrity research results. There are too many variables using other phantoms that can skew the research data, some of these include the proprietary magnets that are within different brands. These phantoms are able to be calibrated to the necessary proprietary format needed to gain the information from all MRI s without reaching out to individual MRI vendors. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than June 16th, 12PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
