About this file

This special notice from the Department of Veterans Affairs announces intent to sole source with Psychology Software Tools for MRI calibration phantoms. The Salt Lake City VA Healthcare System requires phantoms to attach to MRI scanners to collect and calibrate brain imaging diagnostics. The research office currently uses phantoms from Psychology Software Tools and must continue this supplier to maintain integrity of research results, as other phantoms introduce variables that could skew data given proprietary magnet formats. Interested parties may submit capability statements by June 16th at 12PM EST to Lynn Portman, though sole sourcing is intended based on research needs.

The Department of Veterans Affairs, Salt Lake City VA Healthcare System, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Psychology Software Tools for MRI Calibration Phantoms. These phantoms attach to the MRI scanners in order to collect and calibrate diagnostics for brain imaging. These phantoms are able to be calibrated to the necessary proprietary format needed to gain the information from all MRI’s without reaching out to individual MRI vendors. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than June 16th, 12PM, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
