About this opportunity
This Special Notice was published by the Department of Veterans Affairs regarding its intent to negotiate a sole source contract with L1 Enterprises. The Atlanta VA Medical Center requires continuity in obtaining high resolution retinal and vascular structure images for its CVNR research studies, which have previously utilized a Heidelberg HRA+OCT system.
The agency requires a Heidelberg HRA+OCT with OCT Angiography module system to continue these efforts due to its compatibility with existing essential imaging equipment and ability to provide consistent data collection. Interested parties were invited to submit capability statements by April 2nd at 12PM EST for consideration, though the decision to award sole source remains at the agency's discretion. No telephone responses would be accepted. The Special Notice detailed the objective of continuing critical research through a specialized medical device, with a deadline and instructions provided for any contractors believing they could meet the agency's needs.

The Department of Veterans Affairs, Atlanta VA Medical Center, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with L1 Enterprises for the Spectralis Tracking OCT System. Previous data on retinal and vascular structure has been obtained with the Heidelberg HRA+OCT systems and continuity of research results is critical. These highly specialized systems are reliable and provide the high resolution images of the retinal and vascular structure that is needed for the CVNR studies. The Heidelberg HRA+OCT with OCT Angiography module system is robust, providing high resolution images of the retinal layers and retinal vasculature. It has a number of features that can accommodate the Center s varying research needs. The Heidelberg HRA+OCT with OCT Angiography module system is compatible with existing equipment that is essential for imaging retinal and vascular structure. Acquisition of the Heidelberg HRA+OCT with OCT Angiography module system will provide consistency of data collected in our vision laboratory. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than April 2nd, 12PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
