About this opportunity

The Department of Veterans Affairs (VA) Medical Center in Salem, VA has issued a Special Notice for a Sole Source Justification related to updating Omnicell pharmacy dispensing cabinets. The notice addresses the upcoming discontinuation of Microsoft's current operating system in October 2025, which necessitates an upgrade to the medical center's automated dispensing cabinets and anesthesia carts. The procurement focuses on the Omnicell XT Extension, which will provide a new operating system and hardware improvements. The VA has determined that Omnicell is the only Original Equipment Manufacturer (OEM) capable of meeting the specific requirements of the medical center's physicians and staff. Market research confirmed that no alternative vendors can satisfy the agency's needs, with only Omnicell and one authorized distributor (TrillaMed LLC) identified.

The primary objective of this Special Notice is to justify a sole source acquisition for updating the pharmacy dispensing system with advanced security and hardware features. The XT Extension includes a Trusted Platform Module (TPM) with enhanced security capabilities, a new console, a brighter touchscreen, and a more responsive keyboard designed to improve clinician experience and system protection. Eligibility is limited to Omnicell as the sole manufacturer and its authorized distributor. The VA intends to conduct market research before future acquisitions to potentially open competition, with the estimated lifecycle of the pharmacy dispenser system being approximately seven years. The procurement is justified under FAR 6.302-1, which allows for acquisition from only one responsible source when no other supplies or services will satisfy agency requirements. The total acquisition is valued under the Simplified Acquisition Threshold (SAT) and will not be synopsized per FAR 5.202-a(10). The VA emphasizes that this sole source approach prevents substantial duplication of costs and ensures continued operational efficiency for the medical center's pharmacy systems.
