This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions.
The Department of Veterans Affairs Medical Center located in Jamaica Plain, Boston, MA 02301 has a requirement a Constellation LXT-CR5 Tower brand name only.
The Government intends to award a firm-fixed-price sole source contract.
A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. this notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Governments intent to award on a sole source basis.
Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government.

Statement of Work
Constellation Tower
INTRODUCTION:
The VA Boston Healthcare System Surgical Department, Ophthalmology, located in Jamaica Plain, building 1, 7th Floor, C-Wing/Ophthalmology, is requesting a replacement of their current constellation tower.
This replacement equipment will replace our current vitrectomy units due to the malfunctioning laser ports. These lasers are reaching expected end of life and are not operating as expected. This equipment (for pars plana vitrectomy) is the primary technology required to perform nearly all vitreoretinal surgeries. This vitrectomy unit is used to cut and remove the vitreous in a highly specialized manner (very high cut rates- 20,000 cuts/min- to prevent excessive traction on the retina during surgery). The unit also provides infusion (fluid replacement) for any volume removed from the eye during surgery. It also provides illumination inside the eye. Additionally, the unit has a laser attachment so that retinal laser applications can be made using an instrument inside the eye (endolaser).
