About this opportunity
The Department of Veterans Affairs Ann Arbor Healthcare System has issued a Notice of Intent to Sole Source for the procurement of a Parata Perl 1 Pouch Inspector System for the Cincinnati VA Medical Center. The special notice, posted on July 22, 2025, announces the agency's intention to negotiate a sole source contract under Simplified Acquisition Procedures with Parata Systems LLC of Durham, North Carolina. The procurement involves acquiring one Parata Perl 1 system with two licenses, along with installation and training services for both the Perl system and associated Cut and Roll equipment. The solicitation is classified under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and falls under PSC category 6515 for Medical and Surgical Instruments, Equipment, and Supplies. This equipment will integrate with the facility's existing pharmacy management software and electronic health records to enhance medication dispensing accuracy through barcode technology.
The primary objective of this procurement is to improve patient safety and pharmacy workflow efficiency by reducing human error in the medication dispensing process while freeing pharmacy staff to focus on other critical tasks. The Perl system is specifically required to work in conjunction with the CVAMC's existing Parata ATP2 Unit Dose Packager, which currently handles all inpatient medication dispensing. Any interested parties must submit responses by 4:30 PM on Friday, July 25, 2025, demonstrating clear and convincing evidence that competition would be advantageous to the government. The VA intends to award a firm-fixed price purchase order exclusively to Parata Systems, as they are the only authorized North American distributor for the Perl and ATP packager systems. Only suppliers capable of providing equipment compatible with the existing ATP2 system and its specific packaging materials are eligible, as unauthorized supplies would void warranties and service agreements. This notice is not a request for competitive proposals or a solicitation for offers, but rather an announcement of the government's intent to proceed with sole source procurement.
