About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12, through its Network Contracting Office 12 in Milwaukee, Wisconsin, has issued a Special Notice announcing its intent to award a sole source contract to Biosense Webster, Inc. for electrophysiology catheters. The procurement specifically involves Varipulse Catheters and Varipulse Treatment Interface Cables needed by the Clement J. Zablocki VA Medical Center for use with their existing CARTO 3 System. The contract falls under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing and is justified as a sole source procurement under FAR 6.302-1 based on Biosense Webster being the only manufacturer capable of supplying these specialized medical devices. The catheters are essential for the facility's Pulsed Field Ablation platform used in comprehensive atrial fibrillation treatment procedures.
The Special Notice serves to fulfill the government's requirement to publicize the proposed sole source contract action while providing an opportunity for interested parties to demonstrate alternative capabilities. Contractors wishing to challenge the sole source determination must submit written responses to Stacy.Massey@va.gov by 5:00 PM EST on June 27, 2025, including sufficient detail to demonstrate their capability to meet the specific requirements. Submissions must provide clear and convincing evidence that competition would be beneficial to the government for future procurements, though the VA retains sole discretion over whether to engage in a competitive process. The notice explicitly states this is not a request for competitive proposals, no solicitation documents are available, and telephone inquiries will not be accepted. Any contractor responses will be considered at no cost or obligation to the government as part of the VA's due diligence process.
Notice text
The Department of Veterans Affairs, VHA Regional Procurement Office Central, Great Lakes Acquisition Center, Network Contracting Office 12, located at 115 S. 84th Street, Suite 101, Milwaukee, WI 53214-1476, hereby announces its intent to award a sole source, firm-fixed-price purchase order to Biosense Webster, Inc., located at 31 Technology Drive, Suite 200, Irvine, CA 92618-2302. This procurement is for the purchase of Varipulse Catheters and Varipulse Treatment Interface Cables. The associated North American Industry Classification System (NAICS) Code for this requirement is 339113, Surgical Appliance and Supplies Manufacturing.
The Clement J. Zablocki VA Medical Center, located at 5000 W. National Avenue, Milwaukee, WI, 53295-0001, requires electrophysiology (EP) catheters for use with the Biosense Webster CARTO 3 System, which is already in use at the medical center. The CARTO 3 System integrates with the Varipulse platform, a Pulsed Field Ablation (PFA) platform, enhancing procedural efficiency and safety in comprehensive atrial fibrillation (AF) treatment.
Biosense Webster, a subsidiary of Johnson & Johnson, is the only manufacturer capable of supplying these specialized EP catheters. Utilizing brand-name products ensures compatibility with existing equipment, eliminates the risk of substantial duplication of costs, and prevents unacceptable delays in fulfilling critical clinical requirements. Therefore, this procurement is justified under FAR 6.302-1, Only One Responsible Source.
This notice fulfills the requirement under FAR 5.201(b)(1) to publicize the proposed contract action. This is not a request for competitive proposals, and no solicitation documents are available. Interested parties may submit written notice to Stacy.Massey@va.gov by 5:00 PM EST on June 27, 2025. Submissions must include sufficient detail to demonstrate the capability to meet the specific requirements. This information will be considered at no cost or obligation to the Government. While the Government will review all responses, the final decision to engage in a competitive process remains solely at the Government's discretion.
Inquiries should be directed via email to Stacy.Massey@va.gov. No telephone inquiries will be accepted. Responses must provide clear and convincing evidence that competition would be beneficial to the Government for future procurements.
