This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement.
This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2023-04, dated June 2, 2023.
Solicitation # 36C26223Q1478 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award.
This procurement will be issued as a Service-Disabled Veteran-Owned Small Business (SVSOB) set-aside solicitation.
The Government is seeking a contract to acquire CPR simulation stations for the VA Loma Linda Healthcare System. This solicitation is being procured as a brand name or equal IAW 52.211-6 -- Brand Name or Equal. The submissions must meet the following salient characteristics:

Salient Characteristics
CPR station must include a cart, adult manikin with a feedback device, and baby manikin with a feedback device allowing for CPR (Cardiopulmonary Resuscitation) training and certification of skills
Cart must include, but is not limited to, the following: swiveling arm or platform to hold a laptop, mattress for the manikin, stepstool, compartment for storage, an attached electrical compartment, a wheel system with a lock mechanism and swivel casters, handle(s) for pushing the cart through the hospital
Cart must not exceed 34 inches (W) X 48 inches (H) X 58 inches (L) allowing staff to transport the station between the medical center and its community-based outpatient clinics for CPR training
CPR must include the following: a feedback device/mechanism, mouth-to-mouth ventilations, and ventilations with a face shield, pocket mask, and BVM (Bag Valve Mask)
Airway must have the following: chest rise and fall with ventilations, positive pressure ventilation, airway occlusion, and allow for Sellick maneuver and supraglotic airway
Manikin must have an option for manual carotid pulses
Must allow for training with a live defibrillator and detect pad placement
Manikins must be latex free for staff safety
Manikins must be designed to measure and provide real-time and summative feedback on CPR performance
Feedback system must provide data on compression rate and depth, complete release, correct hand position, ventilation volume, number of compressions and ventilations, and frequency and length of interruptions
Must be able to connect the feedback device to a visual display (e.g., laptop)

Provisions 52.212-1, Instructions to Offerors Commercial and 52.212-2, Evaluation Commercial Items are applicable to this acquisition. Furthermore, Provision 52.212-2 is utilizing the Lowest Price Technically Acceptable (LPTA) on an Acceptable/Unacceptable evaluation process.
Submitting Quote: Offeror(s) shall submit their quote on company letterhead and shall include the completed pricing forms, along with name, address, telephone number of the offeror, firm s SAM Unique Entity ID, total price and a completed copy of FAR Clause 52.212-3 Offerors Representations and Certifications - Commercial Items or a copy of offeror s annual offeror representations and certifications (ORCA) document from www.sam.gov as required by FAR Clause 52.212-3 Offerors Representations and Certifications - Commercial Items. As an alternative, Offeror(s) may use the Price/Cost Schedule of the attached SF 1449 for quote submission.
