About this opportunity

The Department of Veterans Affairs (VA) Network Contracting Office 17 is conducting market research to procure a Belmont Rapid Infuser RI-2 for the North Dallas VA Medical Center's Emergency Department. The device is used to deliver warmed blood and fluid for treating hypothermia, blood loss, and supporting organ transplant and surgical procedures. The VA is seeking potential suppliers, with a strong preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) that can manufacture or distribute the equipment. Key contract requirements include providing a medical-grade instrument with specific technical specifications, such as electrical requirements of 50/60Hz 115-120V/20amp and operating conditions of 10-32°C. Interested contractors must submit detailed responses by March 10, 2025, at 9:00 AM Central Time, including business information, SAM UID number, distribution authorization, and estimated pricing.

The procurement does not currently have a specific set-aside designation, but the VA will use the responses to determine the future procurement strategy, which could include a set-aside, sole source, or unrestricted approach. While no specific award value or budget range is mentioned, vendors are required to submit estimated market research pricing to help the contracting officer assess fair and reasonable pricing. The device specifications indicate a need for a precise medical instrument compatible with hospital environments, with dimensions of 13.5x12x7.5 inches and weighing 28 pounds. Respondents must provide proof of authorized distribution, as the VA does not accept gray market items. The procurement will be categorized under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) and PSC code 6515 (Medical and Surgical Instruments, Equipment, and Supplies).
