About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 has issued a Special Notice for a sole source contract with E3 Diagnostics, LLC for an Interacoustics Eclipse Electrophysiology System at the East Orange VAMC (Lyons Clinic). The notice indicates the VA's intent to purchase a specialized medical diagnostic system to enhance audiological testing capabilities. The contract will enable audiologists to perform Auditory Brainstem Response (ABR) tests and VEMP testing, which objectively assess the auditory and vestibular systems. This procurement is specifically for the Lyons Clinic location and involves medical diagnostic equipment. The Special Notice was posted on May 29, 2025, with a response deadline of June 11, 2025.

The primary objective of this Special Notice is to acquire a medical diagnostic system that will integrate seamlessly with existing Interacoustics diagnostic equipment. E3 Diagnostics, LLC is the sole contractor eligible for this contract due to being the authorized distributor for Interacoustics equipment in New York and New Jersey, and because they can provide exclusive training and installation services. The contract falls under NAICS Category 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) and Product Service Code 6515 (Medical and Surgical Instruments, Equipment, and Supplies). Contractors are not being solicited for competitive bidding, as this is a sole source procurement. The system will allow audiologists to conduct advanced diagnostic tests, including ABR testing to assess the auditory pathway and VEMP testing to evaluate portions of the vestibular system that cannot be tested through other standard evaluation methods. Installation and comprehensive staff training are included as part of the contract requirements.

Notice text

This is a notice of intent to award a sole source contract and is not a request for quotes.

The Department of Veterans Affairs East Orange VAMC (Lyons Clinic) intends to award a Sole Source open market action contract for the purchase of an Interacoustics Eclipse Electrophysiology System.

Name of Contractor:

E3 Diagnostics, LLC

Street Address:

3333 N. Kennicott Ave

City, State, Zip:

Arlington Heights, IL 60004

Audiologists will be able to complete ABRs which objectively assesses the auditory pathway and is often used as a cost-effective option to determine the possibility of acoustic neuromas. Audiologist will also be able to use this system for VEMP testing which tests a portion of the vestibular system that cannot be tested by VNG and rotary chair evaluation. Installation and training will be required.

The reason that this is the recommended sole-source is because the lab already has existing Interacoustics diagnostic audiology equipment and they will interface with each other seamlessly. E3 Diagnostics is the authorized distributor for these items in New York and New Jersey; they alone provide training and installation for the facility and its staff.
