About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, specifically the Veterans Integrated Service Network 1, has issued a Special Notice announcing its intent to sole-source a contract to RF Technologies for a Wander Protection System at the White River Junction Medical Center in Vermont. The procurement will be a firm-fixed-price contract with no options, justified under Federal Acquisition Regulation (FAR) 13.106-1(b)(2) for sole-source acquisition. The contract is associated with the medical center's current ward renovation project and will utilize the existing wander management system currently in place at the facility. The Special Notice was posted on December 11, 2024, with a response deadline of December 13, 2024, at 4:00 PM EST. The procurement falls under the North American Industry Classification System (NAICS) code 334290 for Other Communications Equipment Manufacturing.
Contractors interested in this opportunity are invited to submit detailed documentation demonstrating their qualifications to glorimar.estevezcortorreal@va.gov by the specified deadline. The VA emphasizes that this is not a competitive proposal solicitation, and no formal solicitation is currently available. The purpose of accepting responses is solely to conduct market research and determine whether to proceed with the sole-source procurement. RF Technologies is the preferred vendor due to their proprietary ownership of the current wander management system, with arguments that alternative vendors would introduce patient safety risks, require additional training, and create unnecessary complexity in maintenance and parts procurement. While other responsible sources may submit qualifications, the government retains full discretion in making the final determination about competitive procurement. The total procurement is expected to involve the purchase and installation of 18 new wander guard units as part of a two-phase ward renovation project scheduled between January and June 2025.
