About this opportunity

The Defense Logistics Agency Aviation is seeking small business contractors to establish an Indefinite Quantity Contract (IQC) for a wiring harness (NSN: 6150-01-168-7010) classified as a critical application item. The solicitation, scheduled for release on December 31, 2024, requires contractors to meet specific export control regulations, including US/Canada Joint Certification Program (JCP) certification and completion of technical data handling training. Offerors must be prepared for a potential reverse auction process and understand the complex technical data export restrictions governed by International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Pricing will be evaluated based on an estimated annual demand of 81 units, with proposals to be submitted directly to the Bid Custodian rather than through electronic means. The technical requirements include higher-level quality standards and mandatory government first article testing.

This opportunity is a total small business set-aside with a fixed five-year base contract and no additional option periods. Required delivery is 180 days, with stock to be delivered to facilities throughout the Continental United States. The contract will be awarded under NAICS code 334419 for Other Electronic Component Manufacturing, with terms set as FOB Origin and Inspection/Acceptance Origin for DLA Direct. Contractors must be prepared to handle export-controlled technical data, which includes restrictions on disclosure to foreign nationals and subsidiaries. While specific award value is not detailed, the solicitation indicates a guaranteed minimum will be cited in the full request for proposal. The complex requirements suggest this is a specialized procurement for critical military support equipment, specifically related to U-2 support infrastructure.
