The vaccines awarded under these contracts will be purchased for and by NCIRD's Immunization Awardees to support pediatric immunization programs as provided under Section 317(j) of the Public Health Service Act and Vaccine for Children (VFC) program, established pursuant to Section 13631 of the Omnibus Budget Reconciliation Act of 1993 (OBRA '93). This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items. Vaccines shall be shipped F.O.B. Destination to the 50 states and U.S. Territories.
The period of performance shall be 12 months from date of award.

Questions & Answers:
1) Will the CDC extend the bid due date to 2/18/2020?
Answer: No.
2) If there are terms and conditions Vendor may not be able to agree to will the CDC consider exceptions to terms and conditions?
Answer: It depends on which T/C(s) and what is being proposed. Note that, this solicitation was a request for proposal as part of CDC’s Vaccines for Children Program, which was created under Section 1928 of the Social Security Act (42U.S.C., Section 1396s).
This statute, available in the attached link and copied below, specifies in subsection (d)(1) that the Secretary “shall negotiate and enter into contracts with manufacturers of pediatric vaccines (italics added). . .” and further defines manufacturers in subsection (h)(4) as a “corporation, organization, or institution, whether public or private (including Federal, State, and local departments, agencies, and instrumentalities), which manufactures, imports, processes, or distributes under its label any pediatric vaccine (italics added).”
3) Will the CDC provide the prior VFC Contract tabulation?
Answer: The contract amounts are based on a minimum and maximum amount, and typically outside of these, numbers are not provided.
