IAW FAR 13 Simplified Acquisition Procedures. IAW FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (i.e., brand-name). It is the Government s belief the proposed candidate is the sole manufacturer capable of meeting the requirement. The associated North America Classification Systems (NAICS) Code is 611699 and the Small Business Size Standard is $11 million.
It is the Government s belief the proposed candidate is the only source with the required capabilities to successfully meet the requirement for a firearm tactical training system. The required tactical training system required needs to be realist active threat training for officers to train in the same environment they would be responding to during real world operation.
This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals. No solicitation documents are available at this time. Interested parties may give written notice to Stacy.Massey@va.gov by 2:00pm e.s.t. on February 25, 2022. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
Inquiries shall be emailed to Stacy.Massey@va.gov. No telephone requests will be accepted. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
