DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Network Contracting Office 12, Clement Zablocki VA Medical Center, VA Police Department.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Clement Zablocki VA Police Department has a requirement for a training system with the minimum capabilities:
1. Delivers a safe pain penalty to the wearer via shock
2. Utilizes eye safe lasers with no projectiles
3. Elevates the stress of the officer wearing the vest
4. Can be used in environments that do not allow loud powder actuated blank cartridge rounds or marking cartridge rounds.
5. Can be used with either C02 canisters or blank rounds to actuate the laser
6. Can be used with Glock 17T training pistols and M4 rifles
7. Includes visor that records head shots and vest that records body shots
8. Can be adjusted to give many levels of pain penalty including a vibration mode
It is essential the Milwaukee VA Police Department develop an active threat training program that allows VA Police to conduct realistic force-on-force training, allowing officers to train in the same environment they would be responding to during real world operation. The current solution to meet this need is the StressVest Firearm Tactical Training System. The StressVest is a non-projectile force-on-force firearm tactical training system with pain penalty. It delivers a safe shock to the abdomen of the wearer. This is activated when the user is hit with an eye-safe laser pulse from a StressVest training weapon. This shock is only 2% of the maximum energy levels considered safe. This system can be adapted to all weapon systems the Milwaukee VA Police Department currently carries. The system consists of a lightweight vest with side panels, power pack belt, a baseball style hat and conversion kits to fit the Glock 17T training pistols and AR15 training rifles. The system also includes a handheld computer tablet used to sync and control each system remotely.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: At the time of the procurement the StressVest Firearm Tactical Training System is the only training system available that allows for a realist active threat training that allows officers to train the same environment they would be responding to during real world operation.
4. Description of market research conducted and results or statement why it was not conducted:
The Clement Zablocki VA Police Department completed extensive market research of force-on-force engagement training capabilities. Market research determine there are no additional tactical training systems with the capability to record hit placement and provide instant feedback. The StressVest Firearm Tactical Training System is the only reality-based training found which uses laser technology and does not use projectile ammunition but still provides the pain penalty associated with projectile training.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
