ADDENDUM #2

REQUEST FOR PROPOSALS X001370

Adaptive Reuse and/or Operations of Structure at Knox Farm State Park

RFP Release Date: September 25, 2019

REVISED Due Date: Tuesday, December 17, 2019 at 3:00 P.M.

I. SUBMITTED QUESTIONS

The following information responds to written substantive questions submitted to State Parks. Redundant questions have been edited and combined for clarity and brevity.

Q1: May a respondent submit a proposal for only the Tack Room as is? If so, would the financial requirements still apply?

A1: This business opportunity does not contemplate compartmentalizing any of the buildings within Stable

Complex. Respondents may submit a proposal for the use of buildings offered, in whole as standalone structures. Upon award of the License, the Licensee may elect to sublicense portions of the buildings through a separate agreement. If after contract award, there are buildings not included as part of the Licensed Premises, interested parties may contact State Parks for the possibility of obtaining a permit for those buildings or portions thereof.

Q2: What are appropriate uses for the second floor of the Stable?

A2: Under current conditions, building code allows for Residential and/or Utility (office, storage, etc) uses of the second floor. Any type of public assembly use of the second floor would require improvements/adaptations to provide for ADA access and proper emergency egress. Plans for adaption to a public assembly use will require further discussions with Parks to determine how these requirements would be met.

Q3: Are there any upcoming large events scheduled?

A3: Yes, the Borderland music event is scheduled for September 19 and 20, 2020. The crew for this event will be on site for approximately three weeks, which includes one and one-half weeks both before and after the event. The crews utilize the first and second floor of the Stable, the usable areas of the Carriage Building (Garage

3), and approximately 15 acres immediately surrounding the Stable. The Licensee should have access during this entire time but may not perform any work that would be disruptive to the festival set up, take down or the event itself.

II. ADDITIONAL QUESTIONS

All further inquiries regarding this RFP and addendum should be addressed in writing to the Concessions

Management Bureau via email (Concessions@parks.ny.gov) or postal service (New York State Parks, Concessions Bureau, 625 Broadway, Albany, NY, 12207) and received no later than December 4, 2019 at 4:00

PM.
