WHITE SANDS MISSILE RANGE (WSMR)
STATEMENT OF WORK (SOW)
Extended Range Light Detection and Ranging (ER-LIDAR)
Range Operations (RO) DIRECTORATE
Range Operations (RO) DIRECTORATE PREPARED BY PROJECT ENGINEER: Abbott Chacon
OFFICE NUMBER: 575-678-4251
E-MAIL: abbott.chacon.civ@mail.mil

Rev. 1.1
1.0 Introduction
1.1 Scope
This Statement of Work (SOW) establishes the requirement for the provision of an ER-LIDAR system. This capability will provide the ATEC test ranges a research and development (R&D) platform for capturing wind profiles at higher altitudes than what the Ranges (Aberdeen Test Center(ATC), Redstone Test Center (RTC), Cold Region Test Center (CRTC), Yuma Proving Ground (YPG), WSMR, Dugway Proving Ground (DPG) and Electronic Proving Ground (EPG)) currently have in operations. Ultimately, the ATEC MET Team will benefit as whole from the knowledge gained from this investment.
1.2 Background
The ER-LIDAR will provide a real-time source of wind profile data (speed and direction) that is used in support of range customers. It is paramount to have this capability in terms of the safety implications it has on testing and personnel safety respectively as well as performance during testing.
2.0 Requirements
2.1 ER-LIDAR
It is critical that the capability of the ER LIDAR meets and/or exceeds the requirements set forth in section 2.2 as this device will be used as an R&D test bed to make a determination if it is an instrument that will enhance the Department of Defense’s (DOD) test and evaluation (T&E) of future capabilities. The various ATEC Range Meteorology (MET) commodities will use the data collected from this T&E effort to make their final decision regarding future investments in this capability.
This capability will provide a longer range as well as a directional method of collected wind data vice what is currently in operations. This capability will provide a solution when testing articles that travel in long corridors and varying directions.
2.2 ER-LIDAR Specification Requirements
The following specifies requirements, objectives and performance standards set forth of the required performance of the ER-LIDAR.
2.2.1 Key Performance Parameters (KPPs)
· Range: 3km to 11km +
· Operating System: Windows or Linux
· Data Collection: 10Hz (10min) Sampling
· Operation: Continuous Measuring
· Vertical and Horizontal Measuring
· Operational Temperature: -10°C to 40°C
· Transportable and portable without heavy equipment, two-three man carry, ideally (400lbs. or less)
3.0 Delivery Requirements
The Contractor shall give the Government a three week notice when delivery to WSMR is planned so all parties can coordinate a schedule.
4.0 Acceptance Testing and Training
The ER-LIDAR system shall be ready for final stand-alone acceptance testing approximately 365 days or less after award to the Contractor. The Contractor shall deliver the system to WSMR where it will be setup to manufacturer specifications and tested for operational performance. The Contractor shall make arrangements with the Government to provide training in the operations and maintenance of the system in parallel with acceptance testing. Final delivery of system should include manuals and any literature associated with the system
