Rev. 1.1
1.0 Introduction
1.1 Scope
This Statement of Work (SOW) establishes the requirement for the procurement of 4 (four) 3D LMA system. This 3D LMA system provides WSMR with the capability of a cloud to ground lightning sensor array. It shall consist of 12 remote sensors deployed across WSMR. The current system has been in operation for 15 years and has degraded. It was procured from LMA Technologies originally and is in need of replacement. Not only is it failing but replacement parts are hard to come by as the manufacturer has moved to a modern version (hardware/software).
1.2 Background
The 3D LMA provides a real-time source of lightning strike data that is used in support of range customers and personnel. It is paramount to have this capability in terms of the safety implications it has on testing (live ordinance on range) and personnel safety respectively.
2.0 Requirements
2.1 3D Lightning Mapping Array Market research has been done regarding specifications for this requirement, its availability and performance. It is critical the modernized capability meets and/or exceeds the requirements set forth in section 2.2.
2.2 3D Lightning Mapping Array Specification Requirements The following specifies requirements, objectives and performance standards set forth of the required performance of the modernized 3D LMA.
2.2.1 Key Performance Parameters (KPPs)
· Provide a 3 dimensional (3D) real-time graphical output
· Power - Self-Containing Solar Power
· Network capable
· Operation: Continuous (24hr/7days) Detection
· Operational Temperature: -10°C to 40°C
· Transportable and portable without heavy equipment, two-three man carry, ideally (400lbs. or less)
3.0 Delivery Requirements
The Contractor shall give the Government a three week notice when delivery to WSMR is planned so all parties can coordinate a schedule.
4.0 Acceptance Testing and Training
The 3D LMA system shall be ready for final stand-alone acceptance testing approximately 365 days or less after award to the Contractor. The Contractor shall deliver the system to WSMR where it will be setup to manufacturer specifications and tested for operational performance. The Contractor shall make arrangements with the Government to provide training in the operations and maintenance of the system in parallel with acceptance testing. Final delivery of system should include manuals and any literature associated with the system
