RFQ NUMBER: WHO-S-10-0002
AMENDMENT 3
QUESTIONS AND ANSWERS
1. Question - What photographic printing process, pigment ink or chromogenic print, does the White House deem suitable for the "highest photographic quality photos?" It is argued that pigment ink prints using inkjet printers have the best lightfastness and overall archival stability, compared to C-print's (chromogenic) which will fade much faster. However, C-Prints can cost $2-$4 for an 8"x10" photograph while an archival pigment ink print will cost $6-$8 but will also have superior color saturation and sharpness.
Answer – Chromogenic (c-prints).
2. Question - What is the preferred method for mounting the photographs? Can they be dry mounted, spray mounted, or mounted using self adhesive foam core mounting board?
Answer –The prints can either be dry mounted or mounted with self-adhesive foam core.
3. Question - Solicitation cover sheet SF 1449 was not included with this solicitation. Is it required in our proposal?
Answer – Please see Clause 52.212-1 (b), Submission of offers. The SF 1449 is an option. If an SF 1449 is used, there is a link to the form through the RFQ posted on Federal Business Opportunities.
4. Question – RFQ states….Contractor shall have DD254 certification at a Secret level security clearance. We are not currently certified. Can you advise us how to apply for DD254 certification?
Answer – As indicated in Section 6.1.1.1 of the RFQ, if the vendor is not currently certified, the vendor must be eligible to be certified prior to contract award. Certification is performed by the Government for the prospective offeror. The following link is a guide for the preparation of the DD254 and provides direction for Block 6: http://www.da.usda.gov/infosec/DD254.pdf . The contractor shall fill out the DD254, Blocks 6 and 8 and submit as part of their response to the
RFQ.
5. Question - Will submitting our offer via email be sufficient or do we also need to mail or deliver the original and 4 copies to Bldg 410 as per attachment C and is one better that the other?
Answer - Please follow all the directions for submitting your offer as stated in the RFQ, Page 35 (XVI), Addendum to Clause 52.212-1, Instructions to Offerors.
6. Question – We plan to submit the SF-1449 along with the answers to the submission or offers questions in letter format. Is that right?
Answer – Please see the answer to Question Number 3 above.

7. Question – I don’t have the DD254 certification. Could you please clarify my situation?
Answer – Please see the answer to Question Number 4 above.
8. Question - Given that the source material is digital and can be easily and quickly delivered to the contractor, might our facility be considered in spite of our location?
Answer – No. The Contractor must be within a 30 mile radius by car for set pick up times by WH courier (burn bags, rush jobs, etc). No external messengers will be used.
9. Question - On page one, the contractor is to provide unit pricing and amount for Photo Lab Services for each year…I am not clear on the exact quantities and items that are to be included in the pricing matrix. Are there specific quantities for each photo sizes or do we calculate pricing based on quantities and sizes specified in section 3.1.5? Optional size photos – no quantities were given. For quantities stated above, approximately how many files are supplied?
For pricing purposes…how many prints each of each file make up the monthly total? Do we include in a separate category any additional charges that may apply for the Express and Expedited services?
Answer – The quantities mentioned in Section 3.1.5 are estimates, based on last years’ orders.
This information is provided to assist you with pricing. There are no quantities associated with the optional size photos because this is an option. The Contractor is expected to provide pricing for the optional size photos. The pricing information should be included as the Contractor sees fit to support their offer, including any discounts.
10. Question – Section 52.212-2 Evaluation. A. Note: The Contractor shall provide sample products.
Will EOP/WH Photo Office provide files for sample prints or should the Contractor supply the images for samples? Which sizes should be mounted?
Answer – Please see Addendum to Clause 52-212-1(d), Product Samples – Attachment D
11. Question - Would this contract involve the actual taking of the photographs, or is it only for lab printing services of the photographs taken by staff of the White House Photo Office?
Answer – This requirement is for lab services only.
