Questions & Answers: WHO-GEN-R-11-0002

25 March 2011

1) For the live test, is it correct to assume that the translators do not need to be full-time staff at present?

-- Answer: Correct: Translators do not need to be full-time employees at this time. The offeror awarded a contract from this RFP will be expected to comply with HUBZone program requirements during performance.

2) Will the EOP expect the live test to be delivered on a Standard Project Performance scale or on an Expedited Special Project Performance scale? How much of a turnaround time is the client expecting to provide for delivery of the 3,000 to 5,000 word test?

Answer: This is a live test. No further information will be provided.

3) Should HUBZone Small Business be checked on the SF 1449?

- Answer: The HUBZone box on the download from this office indicates the HUBZone box is checked.

4) Is the invoicing email address correct in 18a on the SF 1449?

- Answer: Invoice email has been corrected and a corrected SF 1449 has been posted.

5) Will the client provide existing written style guides and bilingual glossaries?

- Answer: No. RFP #2.1.3 specifies AP Style.

6) Would the client be willing to provide English and Spanish versions of previously translated content so that they may be leverage by the vendor in creating efficiency and a consistent tone?

Answer: No.

7) With regard to approval of subcontractors, is it correct to assume that we may include subcontractors as a part of our proposal and that approval may be attained via the award process?

- Answer: It can be assumed, however, final approval to subcontract will be made after any proposed subcontractor is cleared through this office’s security department. The contractor awarded a contract from this RFP will be expected to perform regardless of whether a specific subcontractor is ultimately approved.

9) What challenges is the White House facing in the current contract that should be addressed in the new contract?
