About this file

This document is a justification and approval for other than full and open competition for a federal contract opportunity issued by the Department of the Interior Bureau of Reclamation. The Bureau intends to award a sole source firm fixed price purchase order to replace two universal testing machines in its Concrete and Structural Laboratory. Specifically, the Bureau requires a 1,000 kN universal testing machine to replace two existing machines, one from 1944 and one with upgraded controls from 2012. The new machine would provide slightly higher capacity, newer features, greater accuracy and reliability. The justification for this non-competitive procurement is that only the brand name product described would meet the Bureau's needs according to FAR 6.302-1(c) for brand name descriptions.

The related federal contract opportunity is solicitation number 140R8123Q0226 for universal test machines for the Bureau's TSC laboratory. The solicitation was issued by the Department of the Interior Bureau of Reclamation.
