TSC‐Universal Testing Machine‐8530
SPECIFICATIONS
TSC - Univ Test Mach - 8530

1.0 INTRODUCTION
Bureau of Reclamation (Reclamation) is a water management agency with 600 dams in the 17 western states. Reclamation is known for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.
The Concrete and Structural Laboratory as well as the Materials and Corrosion Laboratory of the Technical Service Center (TSC) supports Reclamation’s mission by performing materials testing in support of various project needs. Commonly tested materials include concrete, masonry, steel, composites, geosynthetics, coatings, and scaled versions of infrastructure components.
The Concrete and Structural Laboratory currently uses three universal testing machines (UTM) of various capacities: a 533 kN (120,000 lbf) dual test space UTM, a 3,000 kN (674,000 lbf) dual test space UTM, and a 22,240 kN (5,000,000 lbf) dual test space UTM. Each of the existing UTMs operate with Instron controlling hardware and software, with the entire 3,000 kN system (including the test frame) being manufactured by Instron. The current 533 kN (120,000 lbf) UTM was installed in 1944 and retrofitted with Instron controlling hardware and software in 2012. The aging test frame hardware is leading to maintenance issues and decreased functionality.
The Materials and Corrosion Laboratory currently uses a 50kN UTM manufactured by United Testing Systems. The current machine is outdated and cannot perform the testing protocols that Reclamation’s Materials and Corrosion Laboratory requires.
The first part of this current requirement is for a new 1,000 kN UTM to replace the existing 533 kN machine to provide higher load capacity, newer features, greater accuracy, and greater reliability. The second part of this requirement is for a new 50kN UTM for research and laboratory testing of various geosynthetic and coatings materials. These replacement systems are intended to build upon existing capabilities. Therefore, they must interface directly with two other existing Instron systems for both hardware, software, and fixture interoperability. The replacement machines must therefore be of the same manufacturer as the existing systems to ensure interoperability, data repeatability, and infrastructure sustainability.
2.0 SCOPE:
Reclamation requires one (1) hydraulically operated, servo‐controlled 1,000 kN (225,000 lbf) dual test space universal testing machine for laboratory testing and research of various materials. This machine will replace an existing 533 kN universal testing machine. Reclamation needs this equipment to provide accurate, reliable, and certifiable test data for concrete cylinders, concrete core samples, reinforcing steel, steel plate, and other materials tested in compression and tension.
Reclamation also requires one (1) tabletop model, dual column 50 kN (11,250 lbf) universal testing machine with pneumatic tensile grips and a puncture fixture for research and laboratory testing of various geosynthetic and coatings materials. Reclamation needs this equipment to provide accurate, reliable, and certifiable test data for geomembranes, geotextiles, geocomposites, paint coatings, and other materials tested in tensile, puncture, peel, tear, and compression.
Typical equipment maintenance shall not require complex, costly, or proprietary training or tooling, such that maintenance can be performed by local facility maintenance staff.
Objectives:
