STATEMENT OF WORK

SAMPLING, ANALYSIS, & MONITORING (SAM)

OF PORTABLE WATER AT BEALE AIR FORCE BASE,

CA 10 JUNE 2020

DESCRIPTION OF WORK

1. Scope

The contractor shall provide all sampling materials, transportation and incidentals necessary to perform chemical sampling and analysis of portable water samples to comply with Beale Air

Force Base Drinking Water Permit and State of California Title 22 requirements (Table 1-5).

3. Requirements

3. 1. Sampling Requirements

The contractor shall provide appropriate containers for samples and containers shall be labeled descriptively. The container shall be a U.S. EPA and/or CA Department of Health Services approved container for the constituent being analyzed. The contractor shall provide the containers along with the chain of custodies 30 days prior to the samples that will be taken in accordance with the sampling schedule in Tables 1 - 7. The contractor shall provide Chain of

Custodies for each week’s samples. These items are considered consumables and will be disposed of by the contractor after they have analyzed the samples taken. Refer to the sampling schedule in Table 1 for weekly, quarterly, and annual sampling schedule in accordance with the

State of California’s drinking water permit(s) and California State Title 22 mandates.

3.2. Routine Sampling and Analysis

3.2.1. 9 OMRS/SGPB shall collect all state required samples prior to the scheduled pick-up time. 9 OMRS/SGPB shall contact the contractor prior to starting sampling to give them an estimated time for completion of sampling that day. The contractor shall be available to pick up the samples at Beale AFB between 1030-1230 every Tuesday at the Bioenvironmental

Engineering (BE) Office: 6604 B. Street, Bldg. 26180 Beale AFB, CA. The contractor shall provide and document all Chain of Custody forms required to complete the transfer. A copy of the Chain of Custody will be given to each party prior to departure from the Bio office. If sampling cannot be conducted on the Tuesday due to environmental challenges like rain, the contractor and 9 OMRS/SGPB shall determine a mutually agreeable date/time for the contractor to pick up the samples later in that week.

3.3. Follow-up/Trigger Sampling and Analysis

3.3.1. Positive Total Coliform, Fecal/E. Coli sample or samples above the maximum concentration level (MCL) from the distribution system or wells: Contractor shall notify 9

OMRS/SGPB within 24 hours by telephone at either the primary office number (530) 634-2045 or the 9 OMRS/SGPB on-call phone (530) 755-8032 along with an email to the BE and Civil

Engineering (CE) points of contacts that will be given to the lab quarterly. The 9 OMRS/SGPB shall follow protocol in accordance with the California State Health Department and determine whether follow-up samples are required. 9 OMRS/SGPB shall contact the contractor if a follow-up sample is required. Upon notification, the contractor and 9 OMRS/SGPB shall determine a mutually agreeable date/time for the contractor to pick up the sample within 24 hours.

3.3.2. The contractor shall provide the required analyses to ensure compliance with the State of

California Department of Public Health. The contractor shall analyze samples within 24 hours of being in contractor’s possession. Lab will notify BE of the repeat sampling results through phone call and email immediately after results are determined.

3.4. Emergency Sampling and Analysis

3.4.1. In emergency situations such as in the event of a water main break within the distribution system, the contractor shall travel to Beale AFB within 24 hours of notification by 9

OMRS/SGPB to pick up samples collected by 9 OMRS/SGPB. Under these circumstances the 9

OMRS/SGPB shall notify the contractor that they are to pick up all required samples at the BE office within 24 hours at a mutually agreed upon time to include weekends and federal holidays.

The sample shall be analyzed by the contractor within 24 hours. The contractor shall notify 9

OMRS/SGPB of the results upon completion of analysis to include any analysis completed on weekends. The contractor shall contact BE during normal duty hours (0700-1600) at (530) 634-

2045. The contractor shall call the BE’s on-call cellular telephone at (530) 755- 8032, or the

Beale AFB Command Post at (530) 634-5700 for all analyses completed after normal duty hours. In the event that the Command Post is contacted, the contractor shall inform the

Command Post that the results are for emergency water testing, the Command Post is to immediately contact BE and provide contact information.

4. Reporting Requirements

Contractor shall enter results into California’s state reporting Division of Drinking Water’s

Water Quality Management database. All electronic analytical results shall be provided to the government no later than two (2) business days upon completion of analysis. The contractor shall email the results to the BE point of contact (530) 634-2045. 9 OMRS/SGPB shall notify the contractor immediately if there is a change in the point of contact or in the event of their absence there will be an alternate appointed.

4.1 The contractor shall mail all hard copy results within 14 calendar days of sample receipt at laboratory to the following:

All equipment detection limits, sampling, and analysis method shall be included in analytical reports to assist in interpreting results. All Chain-of-Custody forms must meet California

State Health Department criteria, in accordance with Title 22. Documentation shall be provided with the analytical results. Results from fluoride and bacteriological samples collected the last week of the month shall be electronically reported no later than the 5 th calendar day of the following month to the point of contact giving Beale AFB enough time to complete the water report by the 10th of each month.

5. Contractor Requirements

The contractor shall provide the following documentation to 9 CONS, 9 CES, and 9 OMRS upon request:

5.1. Proof of valid laboratory certification: Annually provide evidence of compliance with the State of California Environmental Laboratory Accreditation Program

5.2. Most recent state/federal laboratory inspection report

5.3. After-hours contact number
