Questions and Answers for FA468620Q0007:
Question: Where "Total Coliform Fecal/E.Coli" are called out, by Standard Method 9221 will you accept SM9223B as an alternate method as indicated in the EPA Groundwater Rule?
Answer: As long as it is accepted by the state.
Question: In the SOW, Table 6, Follow-up/Trigger/Emergency Sampling and Analysis, it states an Est. Qty of 20 per year. Are these 20 included in the 180 indicated in Line Item 0001 and in the first position of subsequent years? If not, I have a follow up question, Q3
Answer: No it is not included.
Question: If these 20 samples/year are not included in the 180 Total Coliform Fecal/E.Coli samples, where are we to show pricing for these samples on the RFQ Price Form we have been provided? There does not seem to be a space for Follow-up/Trigger/Emergency Sampling and
Analysis.
Answer: These follow-up/trigger/emergency samples will be same price as the routine samples.
Question: will alternative EPA or Standard Methods be acceptable, as long as they comply with Beale
Air Force Base Drinking Water Permit and State of California Title 22 requirements?
Example 1: May we substitute EPA 218.6 (drinking water method) for Hexavalent Chromium in place of the EPA 7196 shown on bid documents (a solid testing method)?
Example 2: TTHM are shown by EPA 524.2. Will you accept EPA 551.1 a method specific to
Trihalomethanes?
Answer: Yes as long as it is accepted by the state
Question: While the RFP is titled "Well Water Sampling", can you please confirm that many samples are
"Distribution Samples" (from various faucets and taps) and not from a well?
Answer: Yes samples will be at wells and within distribution system.
Question: Can you confirm that the Quarterly Total Coliform Fecal/E.Coli (wells) and Annual Fluoride
(wells) are NOT included in the Weekly testing of the same analyses?
Answer: Yes
Question: After arriving at the base, what is an estimated amount of time needed for a qualified, approved sampler to gain access to the Bioenvironmental Engineering Office? Must they pass through the main gate and inspection?
Answer: 15-20 minutes and you must pass through the main gate. Approved contract personnel will be added onto the entry authorization list for required access.
