Performance Work Statement
FOR
OFFUTT EVENT CENTER B462 COMMERCIAL KITCHEN RESTORATION/CLEANING
• Clean and restore commercial refrigerators
• Clean and remove heavy dirt for tile/grout in main kitchen and wash/ice area
• Clean and disinfect walls in main kitchen and wash/ice area
• Clean and disinfect tables and select appliances (to include rust/grease removal) in main kitchen and wash/ice area
1.1 Refrigerator Restoration And Cleaning
1.1.1 This area is approximately 184 square feet and includes 13 walls of various lengths, tile floor, 3 step ledges, 3 storage racks, and 2 entry doors. Area inside refrigerator to include doors, step ledge, racks, and walls may require powered mechanical abrasion. Apply resin encapsulant paint to any areas, as required. Power wash /sandblast and/or clean 3 storage racks. Tile floor/grout will be cleaned/restored and any heavy calcification/grease will be removed. Expectation is that restoration and cleaning will be accomplished to a level to pass public health inspection. The exterior of refrigerator areas was recently painted and does NOT require any wipedown/cleaning/ disinfectant. See Appendix A for layout and Appendix F for photos.
1.2 Restoration/Clean/Degrease Of Tile Grout Covering Entire Kitchen
1.2.1 This area is approximately 4,000 square feet and is illustrated in Appendix C. Cleaning must be done to an extent to remove potential layers of grease, dirt, dust, and calcification.
Broken tiles or missing tiles do not need to be repaired or replaced but Contracting Officer Representative (COR), TSgt Christina Price, must be notified if they present a safety/tripping hazard to personnel. Expectation is that tile/grout will be cleaned to a level to pass public health inspection.
1. DESCRIPTION OF SERVICES. The Contractor shall provide all management, labor, equipment, supplies, materials and transportation necessary to perform a one-time restoration (i.e. disinfect/degrease/derust of a commercial kitchen. Contractor shall also provide a price breakdown in a manner to which the summary breakdown of services below can be chosen a la carte: restoration/cleaning of commercial refrigerators, cleaning/decalcification of tile/grout floor, disinfectant/degrease/wipedown of all walls, and derust/disinfectant/wipedown of selected kitchen items/appliances. If the price will increase or decrease (i.e. volume discount), based off # of selections, then this shall be provided as well with overall price breakdown. There is limited on-site or nearby water and power supply to perform this work and the Contractor shall provide appropriate water and power equipment where it is not available. The structure dimensions are approx 4,000 square feet but the area is not difficult to access. The contractor will be responsible for accessing all delineated areas. There is potential for mold, live electrical contact at various locations, dirt, and other foreign materials at ceiling and roof levels requiring a six (6 ft) foot ladder or step ladder to clean the interior of the facility. The work shall be performed in accordance with the manufacturer’s standards, commercial practices, Occupational Safety and Health Act (OSHA) and all Federal and State regulations.
Building has no elevator and there are no steps/stairways to traverse via main entrance. A back entrance can be utilized which has 6 steps and a loading dock (see IMG 27/28 in Appendix F) Summary breakdown of required services:

1.3 Wipedown/Clean/Degrease Walls In Kitchen/Wash Area
1.3.1 This area covers approximately 2,000 square feet and is illustrated in Appendix D. Clean/ wipedown/disinfect all walls floor to ceiling to include removing any grease or stains. Areas behind sinks or appliances must be cleaned utilizing best practices. Any sinks, appliances, or equipment on wheels will be moved to facilitate cleaning. Any appliances hooked up to electric or gas will be moved to the safest extent possible to avoid disconnection of gas or electric power.
Items from EcoLab or any other items mounted on walls only need to be wiped down. Any pre-existing damage to walls does not need to be repaired but any holes, tears, or missing areas need to be reported to the COR if they represent a safety hazard to the Contractor. Expectation is that walls will be cleaned to a level to pass public health inspection.
1.4 Clean/Disinfect Tables, Kitchen Sinks/Counters, Remove Rust/Grease From Select Appliances Listed In Appendix E
1.4.1 Clean/disinfect stainless steel tables of various lengths and widths located in Main Kitchen/ Wash Area (See Appendices B, E, F). Include sides/underneath tables as well as table legs.
There are 9 single basin sinks that require cleaning from outside of drain to include faucet (handles, spout, body). Wipedown and degrease all appliances/accessories surfaces associated with items in Appendix E. These may require passivation and sanding or equivalent process.
1.5 Miscellaneous Requirements/Info
1.5.1 Any other areas that cannot be safely cleaned with standard industrial cleaning equipment will be cleaned with compressed air and or a dry cloth. Two sets of double doors (see photo) near loading dock area will also need to be cleaned of dust and dirt (cleaning of other doors not required). Report any unsafe electrical, gas, tripping conditions from tile or obstructions to the COR. Turn in lost and found articles to the COR. The Contractor shall display appropriate warning /caution signs while cleaning areas that might pose risk to injury for personnel that are present. Loading dock entryway into kitchen area is 83 in tall and 58 in wide.
1.6 CLEANING AREA’S
1.6.1 ACCESSIBILITY/SAFETY CONCERNS
Accessibility to cleaning areas may require ladders or step stools. The Contractor will adhere to OSHA 29 CFR 1910 regulations regarding the use of these types of equipment and ensure personnel safety at all times while on Offutt AFB. The building was constructed in 1956 so there may be environmental hazards that would need to be avoided. Some possible substances that could be encountered are dust and mold. Any known/encountered lead-based paint was encapsulated previously by a 3rd party. These are only examples of what may be possibly be encountered, this list is neither comprehensive nor exclusive to the possible environmental hazards.
1.7 Contractor Provided Equipment and Services
1.7.1 CONTRACTOR-FURNISHED EQUIPMENT/VEHICLES.
The contractor shall provide and maintain all equipment and necessary to perform the requirements of this contract. The contractor may perform cleaning, minor repair and other normal maintenance requirements of equipment on site. Maintenance and repair of contractor vehicles or their privately owned vehicles shall not be accomplished on site. Contractor vehicles/ equipment shall be used solely for the intended purpose of performing services in this performance work statement during normal hours of operation.
All equipment used in the performance of this contract shall be in good operable condition and carry a U/L (Underwriters Laboratory) listing. Equipment found to be unsafe and unable to function as designed, shall not be used in performance of this contract. The CO or contracting officer designated representative (COR) may inspect the contractor’s equipment and vehicles at any time and direct the removal of any unsafe or unusable equipment or vehicle from the installation.
The contractor shall provide adequate numbers of equipment items and vehicles to effectively fulfill the scope of this contract. In addition, the contractor shall maintain or have backup capability to provide continued service in the event primary equipment or vehicles are down for extended maintenance or repairs. Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract.
The government will move any and all equipment that must be moved to perform the cleaning of the selected areas. The contractor will give the COR 7 days notice when any items are required to be moved in order to clean the selected areas.
2 SERVICE SUMMARY
The contract service requires are summarized in performance objectives related directly to mission essential items. The performance threshold briefly describes the minimal acceptable levels of serviced required for each requirement. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (CO) immediately.
3 GENERAL INFORMATION
3.1 HOURS OF OPERATION
The contractor shall schedule 7 days in advance the hours that they need to perform the services required under this contract (minimum 21 days notice if contractor does not have personnel who can access Offutt AFB). The selected areas will be in use during the cleaning period and will need to be staged and coordinated with the COR. Nights and weekends can be accommodated for the majority of the selected areas. The contractor is not required to perform services on Federal
Holidays.
3.2 NORMAL BASE HOURS
Base hours of operation are 7:00AM – 4:30PM. The Contractor may find it necessary to deviate from the normal base hours of operation, to ensure timely completion of work under this PWS at no additional cost to the government.
3.3 FEDERAL HOLIDAYS
New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January Washington’s Birthday - 3rd Monday in February Memorial Day - last Monday in May Juneteenth - 19 June Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December
If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
3.4 BASE CLOSURES
Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
3.5 HAZARDOUS MATERIAL HANDLING
The Contractor shall have approval from the base Bio-Environmental (BEE) and HAZMART sections prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require SDSs. The Contractor shall provide one copy of the SDSs for each item to BEE and HAZMART sections for review prior to any chemicals being brought onto Offutt AFB.
3.6 SAFETY REQUIREMENTS AND REPORTS
The contractor shall perform work in a safe manner as required by OSHA Safety and Health
Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the
CO within five calendar days of each occurrence.
