6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available:

7. The Motor Controller is used to control the 400 HZ Motor Generators that are used to launch the ship’s helicopters. Failure to maintain adequate stock to support field units would lead to loss of operational capabilities. The Motor Controller conforms to exacting design and materials requirements for form, fit, function in order to mount and provide required control of the current MG system; any variance could cause failure or malfunction and subsequent inability to meet the needs and mission requirements of the Coast Guard.

8. The use of OEM or equivalent replacement parts is required to ensure the safety of personnel and the correct operation of the helicopter during flight operations.

Also, this Motor Controller is unique to this 400 Hz Motor Generator system and it is believed that overhaul replacement parts can only be attained from Ward

Leonard Electric Company, the motor controller manufacturer.

9. COTR will continue to conduct market research with a focus on locating vendors that are able to meet requirements, however without technical data described above obtaining full and open competition will be very difficult. The Coast

Guard cannot require any vendor to release any vendor to release proprietary data.
