DEPARTMENT OF THE AIR FORCE

HEADQUARTERS ELEVENTH AIR FORCE (PACAF)

JOINT BASE ELMENDORF-RICHARDSON ALASKA

20 March 2017

MEMORANDUM FOR 611 CES/CEN

FROM: 611 ASUS/PM

10471 20th St. Ste. 301

JBER, AK 99506-2200

SUBJECT: Wake Island Airfield Contractor Support

1. The following information provides guidance and identifies resources that may be available on a not to interfere basis to contractors planning to perform work at Wake Island Airfield (WI).

a. Billeting- On-site lodging and meals are available and must be used by all contractor personnel. The cost for third party contractors is assessed in accordance with the current Joint Federal Travel Regulations Per Diem rates for WI. No man-camp construction is permitted unless extenuating circumstances dictate and prior approval is received from the 611th Air Support Squadron (ASUS)/Program Manager (PM). All personnel must submit a WI Entry Authorization request and a Medical Questionnaire. The POC for entry authorization and billeting is Captain Allen Jaime, Pacific Air Forces Regional Support Center (PRSC) Detachment (Det) 1 Commander, allen.jaime@us.af.mil, or MSgt Michael Jacoby, PRSC Det 1 Superintendent, michael.jacoby@us.af.mil.

b. Runway Usage- The airfield is open Tuesday through Saturday 0800-1600 local time.

The landing support fee is $7,123.36 per aircraft (regardless of type) and includes loading/unloading of aircraft only. Required airfield activity outside of the published hours will incur an additional airfield overtime charge of $480.96 per hour (minimum of two hours). All airfield activity must be coordinated with WI Base Operations at (808) 424-2316 one week prior to aircraft departing for WI.

c. Transportation- A rotator flight travels every other week between Joint Base Pearl Harbor - Hickam (JBPHH) and WI. The round trip ticket cost for non-government employees is $1690.00. All travel must be coordinated with JBPHH Travel Management Office at (808) 448- 0747 once approval to proceed is received from the PRSC Det 1 Commander. Travel on the rotator must be arranged as soon as approval is received due to limited availability of seats.

There are a limited number of vehicles on the island which are available on a not to interfere basis. Coordination for vehicles from the Base Operations Support (BOS) Contractor, Chugach Federal Solutions, Inc. (CFSI), must be coordinated through the 611 ASUS WI PM, Stephen Heier at stephen.heier@us.af.mil.

d. Fuel- JP5 and DS2 fuel, belonging to the Defense Logistics Agency (DLA), may be available for purchase on-site. There is no MOGAS (gasoline) on WI. To purchase fuel from DLA's inventory, a fuels purchase agreement (FPA) needs to be completed with DLA. Instructions and required documents for fuel purchases can be obtained by emailing dlaenergyfpa@dla.mil. All purchases must be coordinated with the PRSC Det 1 Commander 30 days in advance of anticipated need date.

e. Office Space- There is no office space available. Limited and intermittent phone lines and internet (very low bandwidth) are available for use in the billeting office area.

f. Warehouse Space/Equipment and Materials Laydown Area- Limited warehouse space and uncovered laydown areas are available for use on a non-interference basis. Requirements must be coordinated 60 days in advance of arrival on island with the WI Logistics Manager at

(808) 424-2461.

g. Barge Support- There is an annual resupply barge available for contractor use on a space available basis. Securing barge space may require up to 18 months advance coordination. The POC for barge support is Mr. Charles Ducharme at charles.ducharme@us.af.mil.

h. Landfill- There is no on-site landfill available. There is a waste accumulation point where the contractor can stage their waste awaiting transportation off WI. Each contractor is responsible for removal of all waste associated with their projects.

i. Third Party Support- Any additional support required from the BOS Contractor, CFSI, must be coordinated through the 611 ASUS WI PM, Stephen Heier, at stephen.heier@us.af.mil.

j. Power and Water- Electrical power and fresh water is available on the island. If wiring and/or plumbing is required for access at a worksite, that can be provided under third party support with advance coordination from the BOS Contractor, CFSI. This must be coordinated through the 611 ASUS WI PM, Stephen Heier, at stephen.heier@us.af.mil.

2. All base support included in this memorandum is available on a not to interfere basis. Due to the remoteness and unique mission requirements at WI, base support availability is subject to change at any time without notice. The contractor must request any required support far enough in advance to accommodate the significant lead time necessitated by WI logistics. Depending on the requirement, this could be in excess of 12 months.

3. Please direct any questions to Stephen Heier at (907) 552-5107 or stephen.heier@us.af.mil.
