COMBINED SYNOPSIS/SOLICITATION
GENERAL INFORMATION
Notice Type: Combined Synopsis / Solicitation
Solicitation Number: W91WFU-17-T-0007
Posted Date: 20 April 2017
I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Additionally, the Government will utilize simplified procedures in accordance with Subpart 13.5. This announcement constitutes the only solicitation, quotes are being requested and a separate solicitation will not be issued.
II. This solicitation is issued as a Request for Quote (RFQ) in accordance with FAR Part 12 and 13. Submit electronic quotes on RFQ reference W91WFU-17-T-0007.
III. This combined synopsis/solicitation incorporates provisions and clauses in accordance with Federal Acquisition Circular (FAC) 2005-95.
IV. This is a full and open competition without exclusions. Due to the overseas location of this solicitation, no set-aside will be used. The NAICS Code is 561621, “Security System
Services (except Locksmiths)”.
V. A list of line item numbers, quantities, and units of measure can be found below in addendum to provision FAR 52.212-1.
VI. This combined synopsis / solicitation is for a non-personnel services contract to procure and install an Electronic Security System (ESS) in Building 2307, Patch Barracks, and
Building 2949, Panzer Barracks, in Stuttgart as described in the Performance Work
Statement (PWS).
VII. Period of Performance/Project Completion Date: Contract Completion Date shall be no later than three (3) months after date of contract. The service is to be performed at the following address: US Army Garrison Stuttgart – Patch Barracks, Building 2307.
VIII. The provision of FAR 52.212-1, Instructions to Offerors – Commercial Items, and the attached addendum applies to this acquisition.
IX. The provision of FAR 52.212-2, Evaluation – Commercial Items, and the attached addendum applies to this acquisition.
X. Offerors should include a completed copy of the provision FAR 52.212-3, Offeror
Representations and Certifications – Commercial Items, with their offer.
XI. The clause FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.
XII. The clause FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Deviation Mar 2015, applies to this acquisition.
XIII. Site visit: The Government will hold a site visit on Wednesday, 3 May 2017 at 1000
CET. Attendees are to contact the contract specialist/officer no later than 2 days prior to the site visit to coordinate site access.
XIV. Defense Priorities and Allocations System (DPAS) is not applicable to this procurement.

INSTRUCTIONS TO OFFEROR – ADDENDUM TO 52.212-1
1. Paragraph (a) Small business size standard does not apply to this solicitation
2. Paragraph (b) is modified to add the following requirements for submission in response to the solicitation:
a. Instructions for Proposal Submission:
It is the Government’s intent to award without discussions, per FAR 52.212-1(g), offerors are cautioned to reexamine the solicitation in its entirety and to ensure that their quote contains all necessary information, provides all required documentation, and is complete in all respects.
However the Government reserves the right to hold discussions.
Any exceptions made to any of the line items and conditions of the offer must be stated in a separate letter of transmittals that is to accompany your quote.
Offers submitted in response to this solicitation must delete, or by explicit language exclude, any conditions (preprinted or otherwise) appearing on the offeror’s letterhead or on the reverse thereof which may be in conflict with any of the general special conditions contained in this solicitation. Failure to eliminate such conflicting conditions may result in rejection of the quote as unacceptable as such offer would not conform to the solicitation.
Late offers will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers”
This request does not commit the Government to pay any costs incurred in the preparation and submission of offeror’s proposal/quote or in making any necessary studies for the preparation thereof or for any visit the Contracting Officer may request for the purpose of clarification of the proposal or for preparation for negotiations.

Answers to questions will be posted under the solicitation number on FBO. Offerors are responsible to monitor the website for all notifications.
b. Proposal Preparation:
Volume I- Technical: The Offeror’s proposed response to Technical Capability shall demonstrate a thorough and comprehensive understanding of the PWS to effectively integrate the tasks outlined in the PWS with the required certification and contractor provided equipment. The response shall provide the details and documentation necessary to substantiate the proposed approach. Offerors are advised to submit quotes that are fully and clearly acceptable without additional explanation of information since the Government may make a final determination as to whether a quote is acceptable or unacceptable solely on the basis of the quote as presented and submitted without requesting any further information.
Technical proposal (Volume 1) shall not exceed 10 pages. The following do not count against the page limit: cover page, table of contents, acronym lists, and compliance matrices. The pages in response must be single sided pages with no foldouts. Each page must be numbered, using the format “page # of #,” in the bottom center of the page. The government will only read/evaluate the maximum number of pages allowed.
The quotes shall address the following technical factors:
i. Provide sufficient documentation that demonstrates key personnel meet the requirements of paragraphs 1.11 and 1.11.1, 1.11.1.1, 1.11.1.2 and 1.11.1.3 of the PWS to include necessary certifications (e.g. Lenel Certifications).
ii. Provide sufficient documentation to demonstrate the employee(s) assigned to this contract will meet the security clearance requirements as described in paragraph 1.7.2. of the PWS.
iii. Provide a preliminary Plan of Action and Milestone (POA&M) that meets the requirements listed in paragraph 1.5 and 5.4 of the PWS.

These submittals shall be reviewed and analyzed by the Government IAW the evaluation criteria listed under 52.212-2 and any associated addendums. The submittal package (Volumes I, and II) must be received by the designated date and Central European Time (CET). Fax submittals will not be accepted. The Government shall not be held liable for offers not received. Quotes shall be submitted to:

EVALUATION – ADDENDUM TO 52.212-2
1. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the
Government. The award will be based on the Lowest Priced Technically Acceptable
(LPTA) best value process.
2. Evaluation Factors and Approach: Using LPTA, the Government will evaluate price and
Technical Acceptability. The LPTA process is accomplished through the establishment of minimum requirements to be evaluated on an “acceptable” or “unacceptable” basis. Award will be made to the offeror who has the lowest priced technically acceptable offer. Offerors shall submit a proposal that demonstrates the ability to meet all required technical factors.
Simply restating the technical criteria within a proposal may result in an unacceptable rating and preclude the vendor from award. To achieve an overall “Acceptable” technical rating, all factors must be assessed as “Acceptable”. Failure to demonstrate the ability to meet any of the factors will result in an Unacceptable” rating. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. Any vendor listed on the SAM (excluded Parties Listing) is prohibited from receiving Government Awards regardless of technical and pricing factor results.
The following factors shall be used to evaluate offers:
i. Proposed key personnel meet the requirements of paragraphs 1.11 and 1.11.1, 1.11.1.1, 1.11.1.2 and 1.11.1.3 of the PWS.

ii. A staffing approach that demonstrates the employee(s) assigned to this contract will meet the security clearance requirements listed in paragraph
1.7.2. of the PWS.
iii. A comprehensive (POA&M) that meets the requirements listed in paragraphs

CCE 204-4005 CONVENTIONAL FORCES EUROPE (CFE) TREATY VERIFICATION INSPECTION (March
2005)
Contractor-owned or controlled structures and containers located on U.S. Government installations are subject to short-notice inspections by CFE treaty inspection teams. The Government will endeavor to provide the Contractor as much notice as possible in the event of such inspections. The contractor shall provide access to such structures and containers at the request of the
Government. The Contractor shall report such inspections to the Contracting Officer in writing within ten (10) calendar days of completion of the inspection. Contractor-owned or controlled structures and/or containers on U.S.
installations may have to be inspected to comply with the CFE treaty even if Contractor personnel are unavailable to provide access. Any costs borne by the Contractor or any impact on contract performance as a result of the inspection will be a matter of negotiation between the Contractor and the Contracting Officer.
CCE 204-4008 BACKGROUND CHECKS
1. U.S. Citizen
Contractors that work with or teach youths under the age of 18 years are subject to local and stateside background checks. The activity manager will determine the extent of background checks required. The contractor employee may begin performance of the contract after receiving a favorable local background check. The contractor agrees to replace the employee should results of the stateside background check, if required, be unfavorable as determined by the activity manager. The contractor’s replacement of the employee with the unfavorable background check shall be within a timeframe provided by the activity manager. The contractor also agrees to replace employees whose background check, during their tenure of employment, renders them with an unfavorable local or stateside background check, as determined by the activity manager. Activity managers will forward a copy of each background check, identifying such with the appropriate contract number, to the contracting officer for inclusion in the contract file. When the Government awards a nonpersonal services contract directly to an individual, the failure of the individual to provide a favorable background check would be grounds for termination.
2. Local Nationals and Third Country Nationals
Local national and third country national contractors that work with or teach youths under the age of 18 years are subject to background checks as determined by the activity manager. As a minimum prior to beginning performance, local national and third country national contractors will furnish the activity manager a Polizeiliches
Fuehrungszeugnis issued within the previous four months. The activity manager will determine the favorability of the Polizeiliche Fuehrungszeugnis. Local nationals and third country nationals agree to the same employee termination provisions as stated for US Citizens (above). A copy of the Polizeiliche Fuehrungszeugnis will be forwarded to the contracting officer with appropriate contract number, for inclusion in the contract file.
CCE 225-4001 INSTALLATION CLEARANCE REQUIREMENTS (March 2005)
(a) Access to U.S. installations and controlled areas is limited to personnel who meet security criteria and are authorized by Host Nation law to work in that country. Failure to submit required information/data and obtain required documentation or clearances in accordance with AE Regulation 190-16, Installation Access Control, will be grounds for denying access to U.S. installations and controlled areas. The Contractor is responsible to ensure that any Subcontractor used in performance of this contract complies with these requirements and that all employees, of both the Contractor and any Subcontractor utilized by the contractor, are made aware of and comply with these requirements.
(b) The Contractor is responsible for being aware of and complying with the requirements associated with
Installation Access Control. The Government is not liable for any costs associated with performance delays due solely to a firm’s failure to comply with Installation Access Control (IAC) processing requirements.
(c) The Contractor is responsible for returning installation passes to the issuing Installation Access Control Office
(IACO) when the contract is completed or when a contractor employee no longer requires access.

CCE 233-4002 AMC LEVEL PROTEST PROGRAM (December 2008)
If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level
Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an
Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103.
