FORT HUNTER LIGGETT – LAND MOBILE RADIO LIFE CYCLE MANAGEMENT–
GOVERNMENT REQUIREMENTS DOCUMENT
BACKGROUND:
The Fort Hunter Liggett/Parks Reserve Forces Training Area/Presidio of Monterey ASTRO 25 Land Mobile Radio (LMR) system is an integrated end-to-end solution that delivers mission-critical land mobile radio services. The foundation of the ASTRO 25 network is an information technology (IT) based call processing core that incorporates both Motorola and 3rd party Original Equipment Manufacturer (OEM) software and hardware components.
REQUIREMENTS OF THE SYSTEM:
SERVICE SERVICE DESCRIPTION
Network Event Monitoring
Network Operations Center (NOC) Technologists provide continuous 24x7x365 network event monitoring providing quick detection of system issues.
Annual Preventive Maintenance
Preserve reliability and extend equipment.
Provides an operational test and alignment of infrastructure or fixed network equipment to ensure that it meets original manufacturer’s specifications.
Onsite Support Motorola authorized representative to provide technical response within 4 hours of critical failures. Can be augmented to 2 hour response.
Security Patch Installation
Centralized, proactive installation and reporting of pre-tested software security patches.
Software Security Patches
Motorola tests the latest commercial security software updates as they are released by the software vendors and pre-tests them for safe deployment on radio network.
Network Hardware Repair
Quick turn OEM factory repair and cross shipping replacement.
24x7x365 Technical Support
Priority access to Solutions Support Center (SSC) System Technologists.
Dispatch and Case Management
Event details are tracked in comprehensive case management system to include automated escalation and technician dispatch when required
Security/Intrusion Monitoring
Monitoring designed to detect DoS attacks, foreign devices, password retries/failures, etc.
Annual IA STIG Updates
Installation of Information Assurance Security Technical Implementation Guidelines updates.
MyView Portal
Network availability and performance data provides information on outages, down time, and types of problems. This information provides the ability to take a proactive stance to prevent future problems, increase system reliability, and reduce cost.
KEY FEATURES:
● Real Time View
● Service Delivery Information
● Historical Reports
● Asset Information
● Security Update Status
● Network Upgrade Status
Information Assurance Recurring Activities
Monthly scanning, reporting, remediation
Performance Trend Analysis and Real Time Reporting
Continuously monitored against stringent inbound call management and case management standards recognized as industry best-in-class, you will receive measurable, customer-specific metrics to assure network performance and system availability
VIP Support Customer Service Representatives assigned to support you
Infrastructure Asset Management
Tracking and reporting on network assets throughout their lifecycle, including their physical location and ownership information. Key aspects of the service include establishing a baseline inventory via remote discovery from the NOC, developing an Asset Database from that inventory, and updating the database as assets are added and removed from the network
Service Level Agreements (SLA) and Key Performance Indicators (KPI)
Guaranteed system reliability and performance backed by Service Level Agreements (SLAs) and KPIs designed to meet US Army system operations objective.
Comprehensive Change Management Controls any changes to configurable assets or system activities, ensuring that they are implemented with minimal disruption and risk. This process will ensure that all affected parties are notified in advance of any changes and that they are aware of the impact the change will have on their operations, allowing them to prepare accordingly.
Network Configuration and Fleetmap Management
Ensures that the proper features and programming parameters of the trunked radio system are implemented. Motorola will provision the network and create subscriber programming templates in order to configure the network to use talkgroup structure and capabilities.
Comprehensive Configuration Management
Ensures that configuration and network change requests are fulfilled expeditiously, while Motorola will apply patches and release upgrades, perform configuration of new and existing devices, keep record of release information, maintain accurate records of all configuration changes, and ensure an up-to-date inventory network devices
Capacity and Coverage Optimization
Regular review network performance data to identify where bottlenecks and minimized coverage exist. With these insights, network settings are reconfigured and if necessary, we consult with you on recommended infrastructure additions or upgrades to address these issues.
Spectrum Management
Ensures efficient use of allocated spectrum and regulatory license compliance.
Disaster Recovery Planning
Ensure documented policies and procedures exist for system restoration scenarios.
Special Event Management
Planning and implementation of temporary, non-emergency configuration to system.
Spare Parts Management
Optimize inventory control and logistics process which ensures you have the right number and types of parts when needed – ultimately minimizing capital expenditure and reducing the number of unneeded parts.
Sustainment Delivery Manager Resource
A dedicated resource that coordinates the overall support, reporting, maintenance, inventory, scheduling, and sustainment activities/resources across the entire communications system.
