FINAL QUESTIONS AND ANSWERS
FINAL QUESTIONS AND ANSWERS
1) The solicitation lists the system as having a center frequency of 915 MHz. Of this LAP‐3000 model system built for the Test Ranges, it is believed that many were delivered as 924 MHz units. Therefore we would like to verify that required center frequency, as used at Ft. Huachuca, is 915 MHz.
All of the manuals and guides we have reference a 915 MHz system. Not being able to boot the system up, I have to assume our system is 915 MHz
2) Some recent Federal government contracts have required various Information Assurance (IA) measures related to the software, including type of operating system (OS). Are there any that apply in this solicitation, or is standard commercial‐off‐the‐shelf (COTS) software acceptable?
We will be migrating to Windows 10 AGM sometime this year. The system we get must be windows 10 AGM compatible.
3) The installation of the new antenna on the current trailer could require mechanical modification of the antenna supports on the trailer. Is it the Government’s intent that all modifications occur at Ft. Huachuca?
No, work is to be performed on site.
4) If the modifications are to be made to the current trailer, will the Government allow the trailer to reside off‐post (outside of Ft. Huachuca) so that the modifications can be made?
No, trailer will remain on Post.
5) Is the current trailer capable of being towed or moved large distances with regard to its mechanics (lights, brakes, tires) and licensing etc.?
No, trailer will not be moved, work is to be performed on Fort Huachuca.
6) Will Ft. Huachuca provide any support on site during the installation, to include manpower to remove the old system and/or availability of forklift?
No, all operations are the responsibility of the contractor.
7) The solicitation specifies FOB destination building 90201. Will Ft. Huachuca personnel then transport all components to building 85846 for the installation?
Because of the size and bulk of the system, I think it would be best to deliver it directly to the weather facility, Building 85846. Deliveries to building 90201 are typically only done to process paperwork.
W91RUS-17-T-0019
8) The solicitation specifies removal of old unit from existing trailer. Does this imply removal and disposal of old hardware?
Contractor will remove existing equipment and the equipment will remain at Fort Huachuca for Government disposition.
9) Is the original electronics rack available for reuse?
Yes
10) At the site visit, some discussion was offered about whether the new system was required to be located on the trailer, or instead could be placed on the ground (without any use of the trailer). Is it acceptable to install the new antenna on the ground instead of on the trailer?
All of our current systems are portable. I prefer the unit be on a trailer. The building we are in is over 60 years old.
If they decide to move the weather team, moving a permanent structure of this sort would be difficult. I am also not sure who would bear the cost of installing a concrete pad. Money is very short for these type projects.
11) The LAP‐3000 extended aperture antenna size was listed on the original solicitation, although the current system does not use this size aperture. The listing in the solicitation appears to be part of the normal product literature used for the LAP‐3000. Please confirm that it is not the intent of the Ft. Huachuca to procure an antenna aperture of this size.
The antenna aperture size was taken from specks we have on our current system. Over the years technology and equipment changes. It is the intent of Fort Huachuca to replace the "capability" of providing upper air data to our customers. What equipment is needed to do that is up to the vendor.
