Technical Exhibit 2

United States Disciplinary Barracks Regulations

The U. S. Disciplinary Barracks is a maximum security military prison. Paramount consideration will be given to security and safety of all parties concerned.

A list of Contractor personnel must be submitted to the Directorate of Public Works. The access rosters will be submitted to the Directorate of Public Works at least 10 days before commencing work, on USDB properties. A minimum notice of 10 working days is also required to add personnel to the work force. Likewise, notification of personnel removed from the work force is required upon initiation of that action.

All Contractor personnel, vehicles, and materials will be subject to inspection and search upon entry and exit. Except for emergency vehicles (fire trucks and ambulances).

All Contractors and Contractor personnel will be required to read and comply with the USDB

Rules of Conduct 190-3 and ACC Policy Letter 17 must me be submitted to the COR/ACOR 30 business days after contract award or 5 business days of new hire.

Work will not be allowed on weekends and holidays, to include Federal Holidays. In unusual circumstances, such as when utility turn-off is required for an extended period of time, weekend or holiday work may be coordinated between the USDB, Directorate of Logistic Services and the

Contractor. These instances must be coordinated well in advance, in writing. Likewise, utility turn-off of short duration for work which will disrupt institution routines and/or traffic flow must be scheduled at least three working days in advance and may require schedule changes to ensure security is maintained.

No vehicle will have keys left in the ignition switch at any time the vehicle is unoccupied. All vehicles will be locked when unattended. Open trucks containing tools of any kind in the truck bed will not be left unattended. Vehicles/equipment without key ignitions will be rendered inoperable when unattended or idle.

Contractor personnel are not permitted to talk with prisoners, except as actual work may require.

Contractor personnel shall not give or accept any items from prisoners at any time. If there are problems with prisoners, the contract workers will notify the construction inspector.

The project site shall be kept clean and in use in a good state of police. All tools will be secured under lock and key.

The following items are contraband and will not be brought into the USDB Properties:

Guns and firearms of any type (gun type rivet or nail tools will not be allowed at the job site without prior clearance in writing and will not be left unattended nor remain within the USDB properties overnight or on weekends.)

a. Ammunition, explosives.

b. Knives (except those required as part of the tools used for the job).

c. Hazardous and poisonous chemicals and gases (these items required at the job site will not be left

Unattended and will not remain inside the USDB properties overnight or on weekends.)

d. Narcotics and drugs, to include marijuana in any form.

e. Intoxicants, alcoholic beverages.

f. Unattended currency.

g. Razor blades (except those included in tool kits).

h. Obscene printed material (i.e., nudity emphasizing a state of sexual arousal, graphic of body orifices and portrayal of explicit sexual acts).

i. Photographic devices/equipment, audio or video recording devices.

j. Extra clothing not worn on the job.

All ladders and scaffolding, when not in actual use, will be secured to immovable objects with locks and chains. No ladders or scaffolding will be left unattended next to the outer walls of the

USDB.

All tools and equipment will be secured under lock and key at all times unless in actual use.

The Commandant, USDB, may remove and permanently bar Contractor personnel from the

United States Disciplinary Barracks properties for actions which the Commandant deems may threaten or compromise the security of the USDB (e.g. leaving tools and/or equipment unsecured on the job site). Notwithstanding the removal and/or bar of such personnel, the Contractor will still be expected to fully perform all aspects of the job in accordance with the provisions of the contract.

Exceptions to these instructions may be granted by the Commandant of the USDB on a case by case basis. Exceptions to specific items above must be submitted in writing to the KO three (3) weeks prior to the bid opening date. If the exception(s) receives approval from the Commandant, USDB, all bidders in receipt of the Invitation to Bid will be so notified before the bid opening date. Exceptions to these instructions after work commences will generally not be granted.

However, should unanticipated circumstances require a request for exception, that request must be submitted in writing as soon as the circumstances become known and in no case less than three working days prior to the desired effective date of the exception.
